According to Master Nguyen Hoang Vien, Secretary of the Youth Union of Can Tho University of Technology, many talented students choose to work in Ho Chi Minh City after graduation. If this trend continues, Can Tho City will face a shortage of high-quality human resources in the future. Mr. Vien suggested that city leaders implement breakthrough policies to address the "brain drain" situation.
Responding to this issue, Mr. Bui Hoang Liem, Deputy Director of the Department of Internal Affairs of Can Tho City, stated that to "retain" talent and attract talented young people to return and contribute to the city in the next 5-10 years, the city should not only focus on "input" income policies, but also pay attention to incentive policies: income, housing support, and other welfare policies. Currently, the city has drafted and is organizing consultations on the draft resolution of the City People's Council stipulating policies to attract and utilize talented people, for the period 2026-2030. The resolution is an important basis for realizing a number of breakthrough solutions in recruiting, assigning, utilizing, and rewarding high-quality human resources to work in state agencies and public service units. In addition, the city has been and is actively attracting large enterprises and corporations to invest, thereby increasing internship and job opportunities for local human resources. At the same time, it calls on businesses to invest in large-scale research centers and high-tech zones, with the goal of creating an attractive environment for young people to conduct research and innovate.
Mr. Vu Tan Tho, Secretary of the Youth Union of Can Tho University of Medicine and Pharmacy, proposed that the city implement a policy to support social housing so that young people can work with peace of mind and contribute to the city in the long term. Mr. Tran Le Trung, Deputy Director of the Department of Construction of Can Tho City, affirmed that supporting housing for young people is one of the key solutions to attract and retain high-quality human resources to work long-term in the city. The city aims to build 16,900 social housing units by 2030 (with 3,000 units to be completed in 2026 alone), including approximately 1,000 public housing and social housing units for rent, prioritizing allocation to young officials, civil servants, and those transferred or rotated to new positions.
Many young people also believe that, first and foremost, Can Tho needs breakthrough solutions to become a driving force for development in the Mekong Delta region; a center for education and training, specialized healthcare, logistics, and high-tech agriculture. As the city develops strongly in economics , science and technology, and digital transformation, job opportunities and development space for high-quality human resources will also expand. Besides attracting human resources from outside, Can Tho needs to focus on training and developing local human resources to meet the requirements of the two-tiered local government model, digital government, and the city's sustainable development orientation in the new phase...
Deputy Secretary of the City Party Committee and Chairman of the City People's Committee, Truong Canh Tuyen, pledged to continue improving mechanisms and policies to create the most favorable working environment for young human resources. He also requested that departments, agencies, and commune-level People's Committees review and advise the City People's Committee on issuing policies to support youth; and promptly incorporate the opinions and suggestions of young people at the conference into programs and resolutions related to youth affairs. "I hope that each young person will continue to nurture their ambitions and aspirations; constantly learn, train, improve their professional skills, foreign language proficiency, digital skills, and ability to adapt to the modern working environment, contributing to building a city that is increasingly developing rapidly, sustainably, civilized, and modern," Mr. Truong Canh Tuyen urged the city's youth.
