During the regular Party branch meeting, when it came to understanding the thoughts of Party members and the masses, the Party branch secretary made the following statement:

- Comrades, recently, public opinion has been very interested in the policy of merging provinces and abolishing the district level. This is an important step in reforming the organizational structure. I request that you clearly report on the thoughts and aspirations of Party members and the general public.

Comrade Hieu, deputy secretary of the Party branch, reported:

- Comrades, the other day, I attended a meeting of the Farmers' Association of the commune, and then had tea with some members of the Party branch. I noticed everyone was concerned. Some asked, "If the province merges, what will the commune be called?", others asked, "If the district is removed, where will our commune go?", and then, "Will all the officials be replaced?"... Some people were expressing their concerns.

Comrade Tien, a veteran party member and former commune official, offered his opinion:

- I've noticed that within the Party branch and committee, many people still lack clear understanding. If even Party members themselves are skeptical, how can they effectively communicate with the people? If there are unclear or uncertain issues, we should proactively seek information, discuss them, and then disseminate the information to reassure our comrades.

Comrade Hang agreed, saying:

- That's right. Some people even say that if we abolish the district level and have district officials go to the communes, then many people will end up selling iced tea... It sounds ridiculous, but that's a sign of misinformation and misunderstanding. And I think that if our party members don't understand the situation clearly and remain calm, they easily contribute to spreading false rumors.

Comrade Minh, a young party member, also stated:

- To be honest, within our party branch, there are people who don't say it out loud, but they worry about losing their positions if the organization reorganizes. If that mindset is allowed to prevail, it can easily lead to negative consequences.

After listening to the reports from the party members, Comrade Hung concluded:

- Clearly, the merger of provinces, the abolition of district levels, and how cadres will be reorganized in the coming period are of great concern to many Party members and the general public. The Party branch must be a place to clarify thinking, helping each Party member see who is capable and who is dedicated, so that regardless of mergers or changes, they will still have positions and be valued. Therefore, Party members who understand correctly need to help the general public avoid misunderstandings. I propose that the Party branch committee divide into small groups, meet with each person individually, and listen specifically to their thoughts. In the coming period, we should dedicate a separate meeting session to provide feedback and answers, without avoiding any issues.

The merger policy aims to streamline the system, improve its efficiency, and ultimately serve the people. Officials who serve the people are needed everywhere.
