During the regular Party cell meeting, when it came to grasping the ideology of Party members and the masses, the Party cell secretary said:

- Dear comrades, recently, public opinion has been very interested in the policy of merging provinces and abolishing district levels. This is an important step in reforming the organizational apparatus. I request that you clearly report the thoughts and aspirations of party members and the masses.

Comrade Hieu, deputy secretary of the Party cell, reported:

- Dear comrades, the other day, I attended a meeting of the Commune Farmers' Association, then sat drinking tea with some members of the Party cell, and saw that everyone was interested. Someone asked: "What will the name of the province be if it merges?", another asked: "If the district is abolished, where will our commune go?", and then: "Will all the cadres be replaced?"... Some people were concerned.

Comrade Tien, a veteran party member and former commune official, commented:

- I see that in the Party cell and Party committee, there are still many people whose ideology is not clear. If the Party members themselves are still "half-believing, half-doubting", how can they convey it to the people? If there are things that are unclear or uncertain, we should proactively seek to understand, discuss, have enough information and then propagate to reassure our comrades.

Comrade Hang agreed and said:

- That's right. Some people even said that if district officials were to be removed and go to the communes to work, there would be a lot of people selling iced tea... It sounds funny, but that's a sign that information hasn't reached the right people, and understanding isn't correct. And I think that if our party members don't understand clearly and stay calm, they can easily contribute to false rumors.

Comrade Minh, a young party member, also stated:

- I'll be honest, in our party cell, there are people who don't say it out loud, but are worried about losing their position if the organization is reorganized. Letting that thought dominate can easily lead to negativity.

After listening to the reports of the party members, comrade Hung concluded:

- Obviously, the merger of provinces, the abolition of district level and the arrangement of cadres in the coming time are of great concern to many party members and the masses. The Party cell must be a place to communicate thoughts, helping each party member clearly see who is capable, who is dedicated, whether the merger or change still has a position and is respected. Therefore, party members understand clearly, understand correctly and need to help the masses not misunderstand. I suggest that the Party cell divide into small groups, meet each person, and listen specifically to their thoughts. In the coming time, we will set aside a meeting to respond and answer, not avoid.

The policy of merging is to make the apparatus more compact and operate better, and ultimately it is still for the people. Any cadre who serves the people is needed everywhere.
