To effectively develop the rental housing market, it is necessary to mobilize diverse resources from both the state and the private sector. Among these, the participation and leadership of the State is particularly important. This was the opinion of many delegates at the Vietnam Real Estate Forum 2026 recently held in Hanoi .
To realize the goal of identifying rental housing as one of the strategic pillars of national housing policy, many opinions suggest that it is necessary to review and orient the classification of housing into four basic groups: commercial housing, rental housing, public housing, and policy-based housing. Based on this, appropriate mechanisms and policies should be developed for each type of housing.
Associate Professor Dr. Nguyen Quang Tuyen - Head of the Department of Economic Law, Hanoi Law University, stated: "We already have a social housing program with many incentives, but in reality, accessing land is very difficult. Therefore, the government must work alongside businesses to create a land fund for building rental housing."
"It's evident that the market still lacks areas where we see well-planned development. For example, in industrial zones, the majority of workers rent accommodations in nearby villages or surrounding areas, rather than being able to rent in the project areas themselves," commented Ms. Do Thu Hang, Senior Director, Research and Consulting Department, Savills Hanoi.
One of the major bottlenecks currently is the failure to fully identify the role, scale, and actual needs of the rental housing segment within the overall housing demand and real estate market development. Therefore, a comprehensive review and assessment of rental housing demand nationwide needs to be organized soon.
Dr. Can Van Luc - Chief Economist of BIDV, proposed: "We must conduct a supply and demand survey soon to accurately reflect the reality. This will avoid the situation where some areas produce too much surplus. We strongly hope the government will direct ministries, departments, and localities to conduct a quick survey. This could be done through VNeID or other quick survey channels, focusing on major cities, industrial centers, and university towns."
According to a report by the US real estate firm Garret, Vietnam ranks among the top 10 countries globally in terms of home ownership. However, real estate prices in Vietnam have increased by approximately 59% in the last five years, making home ownership increasingly difficult. Developing a professional rental housing market is therefore crucial to alleviate the financial burden on young people and workers in major cities.
