Regarding commune-level officials, at the recent conference evaluating the results of reorganizing the internal structure of ministries and agencies and summarizing one month of operation of the two-tiered local government, Minister of Home Affairs Pham Thi Thanh Tra stated that the majority of commune-level officials and civil servants are currently from the old commune level, accounting for up to 70%; only about 30% have been transferred from the former provinces and districts, leading to a lack of uniformity in qualifications and skills, causing difficulties in assigning suitable personnel.

We all know that the working methods, styles, qualifications, and discipline of employees in the former provincial, district, and commune-level agencies and units were quite distinct. Now, working in the same environment, difficulties are inevitable, especially for the elderly and those with limited technological skills.

Meanwhile, work waits for no one. Some newly appointed commune leaders said that the workload is now many times greater than before, with many tasks having to be completed on the same day after taking over. The intensity is high, the pressure is great, and many people cannot adapt immediately.

That's not even considering the quality of work; documents must be properly formatted, data clear, and solutions specific, not vague or ambiguous. The acceptance process must also not be superficial or done carelessly out of favoritism...

The officials are old, but the commune model is new. The new system cannot stand still and wait for the old people who cannot keep up with the pace of operation.

Regarding this issue, Minister Pham Thi Thanh Tra suggested that localities should review, compile, and evaluate the arrangement and placement of cadres, civil servants, and public employees, thereby classifying and screening them according to specific criteria and standards. Based on that, they should develop a plan for handling and resolving the issue; at the same time, they should open up opportunities for recruitment and new additions to meet the requirements of the tasks.

Thanh Hoa province currently has 166 communes and wards. Among them, some communes in mountainous areas lack sufficient personnel, and the province has recently had to transfer a large number of officials from lowland communes and wards to these mountainous areas. However, along with the personnel redistribution, it is necessary to improve the quality and competence of officials to meet the demands of the job in the long term. Besides training and developing existing officials, it is also necessary to conduct surveys and assessments to identify suitable personnel for recruitment. Only when the right people are available can the system operate smoothly and efficiently as expected.
