The implementation of a two-tiered local government model places the commune level at the forefront of leadership and administration. Pressure is no longer distributed across different levels but is concentrated directly at the grassroots level, forcing the system to operate quickly, accurately, and realistically. As a result, the role of the commune/ward leader becomes more prominent, with a strong shift from a management mindset to a governance mindset.
When pressure mounts on the commune
Having just returned from attending the 14th National Party Congress in Hanoi , Comrade Nguyen Xuan Phuoc - Provincial Party Committee member, Secretary of the Party Committee, and Chairman of the People's Council of Pleiku Ward - immediately joined the ward's working group to inspect the preparations for the opening ceremony and the conditions for organizing the "Small Market Night Street" activities on Phung Hung Street and along the embankment of Hoi Phu stream.

Based on reports from relevant units, the Secretary of the Pleiku Ward Party Committee requested a comprehensive review of the progress in completing infrastructure, decoration, space arrangement, lighting, sound, and stage systems; and also a thorough check of the plan to ensure security, traffic safety, and environmental hygiene throughout the duration of the event.
With his experience as the former Secretary of the An Khê Town Party Committee, Mr. Phước is familiar with the "fast - accurate - effective" style of work.

Meanwhile, in Quy Nhon Nam ward, a densely populated area with over 1,700 businesses and 3,049 business households, a major challenge arises regarding urban economic growth and development.
Here, the "conductor" role of the Party Secretary and Chairman of the People's Council of the ward, Dang Manh Cuong, is clearly demonstrated through his orientation to promote the strengths of trade and services, linking them with the development of tourism and services as key economic sectors.
To achieve this goal, ward leaders do not primarily work through paperwork but regularly inspect the facilities, work directly with investors, businesses, and the secretaries of neighborhood party branches; and at the same time, visit the people to understand their thoughts and aspirations.
“The current leadership mindset has shifted from ‘passively waiting for orders’ to ‘proactive action.’ The guiding principle of the ward Party Committee is responsibility, discipline, and efficiency, adhering closely to the spirit of the ‘six clear’ principles, completing tasks regardless of working hours, and putting citizens and businesses at the center of service. This is a concrete manifestation of governance thinking in the two-tiered local government model,” Mr. Cuong said.
A measure of a leader's capabilities.
Eliminating intermediaries in the two-tiered local government model means that all policies and guidelines from the province are implemented directly down to the commune level.
This requires local leaders to have both the vision to embrace major policies and to be close enough to the people to organize their effective implementation.

The story of Party Secretary of Hra Commune, Dinh Thi Minh Ha, clearly illustrates this measure of leadership. Having worked at the district level, upon returning to Hra Commune – an area with a large agricultural production area – Ms. Ha clearly understood the authority of the commune level in the newly expanded model, but also the significantly heavier responsibilities.
This became evident when Hra commune suffered heavy damage after Typhoon No. 13 (Kalmaegi) at the end of 2025, with many crop areas severely affected.
Immediately after the storm, the Party Committee and People's Committee of the commune, led by Secretary Dinh Thi Minh Ha, went to each area to assess the situation and promptly encourage and support the people. The timely presence of the leader not only helped resolve immediate difficulties but also built trust among the people.
Along with addressing urgent situations, Hra commune also proactively implemented Resolution No. 57-NQ/TW, linking digital transformation with social welfare activities, helping people access public services and support policies more easily.
By the end of 2025, Hra commune had completed and exceeded 11 out of 15 socio-economic targets; the lives of the people, especially in ethnic minority areas, have been gradually improved. More importantly, the smooth operation of the Hra commune's administrative apparatus has demonstrated the effectiveness of the two-tiered local government model.
It is clear that the two-tiered local government model is not only a test for the administrative apparatus, but also a challenge to assess the adaptability, capacity, and leadership skills of commune-level leaders in handling emerging issues.
