Therefore, in the past time, in Lao Cai Ward, there have been no cases of rabies, and no outbreaks have occurred in the community. Along with that, local health officials have increased propaganda activities to prevent and control rabies and prevent the situation of letting dogs and cats roam freely in violation of regulations.
Through investigation of 27 cases of dog and cat bites and scratches recorded recently, it shows that there are still cases of owners not complying with regulations, letting dogs and cats roam free to bite people.
A typical case is that of LMT, born in 2013 in group 16, in Kim Tan ward (old), who was bitten by a dog from a neighbor on April 7, 2025. On June 30, 2025, D.TK, born in 2020, was bitten by his grandmother's dog in Bao Yen commune. Although the dog had been fully vaccinated against rabies, K was still taken by his family to get vaccinated against rabies.

According to Lao Cai Newspaper reporters, there are still cases of dogs roaming freely and not wearing muzzles in public areas. In spaces where many people exercise, there are still dogs without muzzles walking freely.
Some pet owners subjectively think that their pets are very gentle and never bite anyone, but in reality, there have been many situations where dogs and cats suddenly bite people and the owners cannot control them.
It is not possible to determine whether dogs roaming in public places have been vaccinated against rabies, but it is clear that letting pets roam is a violation of the law and puts many people at risk of being bitten by dogs and cats and contracting rabies.

In recent days, the hot weather has lasted for a long time, the risk of rabies outbreaks in pets such as dogs, cats, rats, rabbits... and the risk of infection to humans, Lao Cai ward has issued an official dispatch directing to strengthen the prevention and control of animal rabies and the risk of rabies infection to humans in the area; announcing a hotline number for people to promptly report cases of animals infected or suspected of being infected with rabies to veterinary agencies and local authorities for timely handling.
The ward's urban order inspection team has increased penalties for dog and cat owners who do not comply with regulations when grazing in public places.
According to statistics, Lao Cai ward currently has more than 3,400 dogs and cats, of which more than 3,250 have been vaccinated against rabies.

Awareness of compliance with rabies vaccination for pets and livestock management has been raised, however, there are still some subjective breeders who do not comply well with relevant legal regulations.

Obviously, to do a good job of preventing and fighting rabies, preventing dogs and cats from running free, and preventing them from scratching or biting people, efforts from the authorities alone are not enough, but require strong participation from the community.
First of all, dog and cat owners must raise their sense of responsibility for the safety of their own family members and those around them.
On the other hand, there should be reflection, reminders and condemnation from the community when pet owners do not comply with regulations on raising dogs and cats. Only then can we truly protect the community from the risk of rabies.
