
Attending the session were: Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council La Hoai Nam; leaders of the Provincial National Assembly Delegation, the Standing Committee of the Vietnam Fatherland Front Committee of the province; Vice Chairmen of the Provincial People's Committee; and leaders of departments, boards, and agencies.
According to the report, in the first five months of the year, the province's socio -economic situation remained basically stable. Several indicators showed significant growth: the total number of tourists reached over 1.2 million, an increase of 17.9% compared to the same period last year; total tourism revenue was estimated at over 1,400 billion VND, an increase of 24.8% compared to the same period last year. Total import and export turnover reached over 616 million USD. Total state budget revenue reached over 1,866 billion VND, achieving 54% of the central government's assigned target and 53% of the provincial People's Council's assigned target. Disbursement of public investment capital according to the plan assigned by the Prime Minister reached over 667 billion VND, achieving 23.4% of the plan and higher than the national average.
Key transportation projects, especially the Dong Dang-Tra Linh expressway, received focused and decisive direction; the investment plan for the Bac Kan-Cao Bang expressway project was approved by the Provincial People's Council. Administrative reform and digital transformation showed clear progress; the rate of online applications, digitization, and online payments reached a high level; the digital citizen platform continued to be effective. The fields of culture, sports, education , and health were implemented synchronously; social security was ensured; national defense and security were maintained, creating a favorable foundation for achieving development goals in the second quarter of 2026.
During the session, delegates focused on clarifying several difficulties and obstacles and proposed solutions to overcome them related to achieving the 10% growth target, disbursing public investment capital, accelerating the implementation of key projects, especially expressways, and constructing multi-level boarding schools in border communes; issues related to the supply of construction materials; urban and rural planning; land and housing arrangement; implementation of national target programs; social security; and the elimination of temporary and dilapidated housing.

Concluding the meeting, Chairman of the Provincial People's Committee Le Hai Hoa affirmed: The pressure to achieve the 10% growth target remains very high, requiring all levels and sectors to continue to be more decisive in implementation; focusing on resolving bottlenecks, accelerating the progress of key tasks, especially public investment disbursement, budget revenue collection, industrial production, import and export, and investment attraction. Agencies, units, and localities must shift strongly from a "reporting on the situation" to a "results-based management" approach, using progress, products, specific data, and implementation effectiveness as the basis for evaluation.
Regarding key tasks for June and the coming period, Chairman of the Provincial People's Committee Le Hai Hoa requested the concretization of growth scenarios for each industry, sector, and product to clearly identify intermediate indicators, serving as a basis for monitoring, evaluating, and managing, ensuring the effective implementation of economic growth targets. He also called for a significant improvement in the disbursement of public investment capital in June, considering this a key political task and a driving force for growth; a serious review of the responsibilities of units with low disbursement rates; and the development of detailed disbursement plans for each project and funding source. In particular, he emphasized maintaining discipline on construction sites for multi-level boarding schools in border communes and preparing early for the construction of the next 10 multi-level boarding schools.
For the Dong Dang - Tra Linh expressway project, relevant parties are required to mobilize maximum human and material resources and accelerate construction progress. Focus on implementing investment preparation work, striving to complete the approval of the feasibility study report, construction drawings, cost estimates, organize contractor selection, and commence the Bac Kan - Cao Bang expressway project according to the set plan.
Regarding planning, the requirement is to select a consulting firm to develop a common task for all 53 communes, ensuring linkage and connectivity between localities. The selection of consultants should be done through centralized bidding to improve quality and efficiency. During the planning process, a thorough review of the current situation is necessary, clearly identifying what can be retained, what needs adjustment, supplementation, or new development, and phasing the implementation according to available resources. The communes are responsible for approving the plans.
Prepare to hold a thematic meeting soon to review and comprehensively assess and definitively resolve the issue of construction material supply for key projects in the area. Proactively prevent and mitigate natural disasters and protect production. Organize universal health check-ups, implementing Resolution No. 72 of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health in a practical and effective manner.
