In implementing Directive No. 08 of the Standing Committee of the City Party Committee on leading and directing the assurance of traffic order and safety, serving the goal of socio -economic development in the city, and Directive No. 17 of the Chairman of the City People's Committee on strengthening the work of ensuring public order, urban order, sidewalk order and road and railway safety corridors, in the early days of June, communes, wards, and special zones simultaneously launched campaigns to resolutely restore order on sidewalks, aiming for a civilized, safe, and friendly living environment.
Thuy Nguyen Ward is a dynamically developing urban area, but it has also experienced a situation where some households encroach on the road and sidewalks for business purposes. Faced with this reality, the Ward People's Committee is determined to resolve the issue completely, conducting a comprehensive review of the urban situation, especially on main roads such as Mang Nuoc, Do Muoi, 359, 359C, 351, and Tan Duong - Duong Quan. Along with this, they will survey the market area, schools, medical facilities, and other locations prone to violations. Based on this, they will analyze the causes, clearly identify existing problems and limitations, and develop appropriate, feasible, and sustainable solutions.
According to Mr. Nguyen Van Vien, Chairman of the People's Committee of Thuy Nguyen Ward, the locality has identified propaganda and mobilization as a fundamental and long-term solution. At the same time, emphasis is placed on patrolling, inspecting, and strengthening the organization and rearrangement of sidewalk and road order in a scientific , rational manner, suitable to the local conditions. The implementation follows a specific roadmap, focusing on reviewing and handling violations in June. From the third quarter of 2026, the ward will maintain regular and continuous implementation, linked with inspection and evaluation, and promptly adjust and supplement solutions to suit the practical situation.
In Ha Bac commune, the local authorities launched a movement encouraging all citizens to participate in ensuring public order, urban order, sidewalk order, and road safety corridors. The movement received enthusiastic support from the people. Many households voluntarily dismantled illegal temporary stalls and signed commitments to conduct business in designated areas. Every day, the commune's police force organizes three patrol shifts, focusing on key areas such as Road 390B, Chay Market, Me Market, Com Market, etc., reminding people not to encroach on the road and sidewalks. They also resolutely handle cases of deliberate violations.
Major Pham Viet Hung, Deputy Head of the Ha Bac Commune Police, said: “The police force maintains planned and surprise inspections to limit the re-encroachment on roads and sidewalks. At the same time, we actively coordinate with agencies, organizations, and the people in detecting and reporting violations. The involvement of all levels and sectors, along with the support of the people, is an effective solution to prevent violations.”

The city of Hai Phong has determined that ensuring traffic safety and order on sidewalks and roads is not a short-term campaign, but rather a well-established practice that becomes a beautiful aspect and a civilized way of life. Therefore, all levels and sectors consider this a key and ongoing task.

In order to promptly monitor and evaluate the results of the plan to ensure traffic safety and order on sidewalks and roads, the City Police Department requests that localities compile a list of complex roads and streets that require focused attention, and assign specific officers to be in charge. According to the leaders of the Police Department for Administrative Management of Social Order (PC06), upon being assigned the task, the unit assigned leaders to be in charge of six areas and assigned commanders and officers to monitor, guide, inspect, and supervise the planning and implementation by the commune-level police. Daily, based on the local situation and the results of handling and resolving issues, monitoring officers from PC06 are responsible for conducting surprise inspections to record the actual situation. They regularly supervise and monitor the implementation in localities to ensure continuous and thorough execution. The responsibility of the heads of departments is emphasized to improve management efficiency and prevent re-encroachment. The functional forces and localities are determined to strive to complete the restoration of traffic and sidewalk order this June.
