As the sweltering summer sun fades, the sounds of voices, laughter, and singing fill the air at the Village 2 Cultural Center (Nghi Duong Commune). Some people practice arm exercises and sit-ups, others rehearse for cultural performances, and still others play volleyball…
Ms. Vu Thi Ngoan, Head of the Elderly Association in Hamlet 2, Nghi Duong Commune, shared: "Since the hamlet's cultural center was put into use, the people around have been delighted to have a place for community cultural activities. Children also have a place to play sports, football, and jump rope. Adults can exercise while chatting about the harvest, farming work, etc. The joy is multiplied, daily worries seem to disappear, and everyone feels more connected."
Mr. Nguyen Trung Cuoc, Head of Kim Trang Dong village, Bac Thanh Mien commune, said: “The village has a comprehensive system of sports facilities including a stadium and swimming pool… for children and young people to practice sports during the summer. The swimming pool is one of many facilities that the people of Kim Trang Dong have jointly built. Along with the cultural center, sports field, village communal house, pagoda, church, and other community facilities, this place creates a healthy cultural space, meeting the needs for physical training, social interaction, and organizing the National Unity Day to strengthen community bonds.”
Stemming from the fact that many residential areas in the ward lack suitable recreational and community spaces, the People's Committee of An Phong Ward is promoting the construction and renovation of green parks and public playgrounds, linked to the goal of urban beautification and improving the quality of life for residents. Most recently, the ward inaugurated a green park with a total investment of over 17.1 billion VND. The project has a total area of approximately 8,900 m² of grounds and walkways, and over 4,900 m² of green space with many shade trees such as flamboyant, camphor, and mahogany... In addition, there are many amenities including gazebos, a modern LED lighting system, mobile toilets, and stone benches to serve the recreational and relaxation needs of the people.

“After stressful working hours, on weekends, my family often takes walks around the green park to enjoy the fresh, airy atmosphere. My children get to use the playground equipment for free. The family has time to relax and have fun together outside the cramped and inadequate space of our rented room,” shared Mr. Nguyen Van Duc , a worker at Horn Vietnam Co., Ltd. (An Duong Industrial Park).
...to a civilized and happy residential area
The city currently has 2,321 cultural centers and 853 sports facilities in residential areas. This is an important foundation for organizing community activities. Building "self-governing, united, prosperous, and happy" residential areas is a key action program of the Vietnam Fatherland Front at all levels in the city in 2026.
According to Ms. Nguyen Thi Lan, Head of Hamlet 2, Nghi Duong Commune, since the Hamlet 2 Cultural Center was put into use at the beginning of 2026, the needs for cultural activities, arts training, and sports for nearly 200 elderly and middle-aged people in the hamlet have been better met. Many items and equipment of the cultural center have been invested in from social resources, such as the sports training area and the covered parking area, with a total cost of tens of millions of VND. In addition, the cultural center is also equipped with a TV screen, sound system, new tables and chairs, etc., creating favorable conditions for organizing meetings, gathering people's opinions, and discussing common issues of the community.

Cultural buildings are only useful when they are used correctly and efficiently, with diverse activities that attract people's participation and become centers of cultural life for the community.
Mr. Nguyen Van Hiep, Secretary of the Youth Union of Thuy Nguyen Ward, said: "With the sponsorship of businesses and the Youth Union of the City People's Committee, the children's playground at Tay Giua Cultural House has been completed, with a budget of nearly 50 million VND… This playground is used practically and effectively. Residents living nearby are very happy to have a shared space in the context of rapid urbanization and shrinking public spaces."
According to Bui Van Bac, Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong City, the Standing Committee of the Vietnam Fatherland Front Committee of Hai Phong City has issued guidelines for the pilot implementation of building united, prosperous, and happy residential areas in the city in 2026. These guidelines include basic scoring criteria such as: residential areas having common activity centers like cultural centers, sports facilities, and playgrounds for children; having cultural, artistic, or sports clubs or community activity models; and having a "Community Library" with at least 300 books of various types and genres. At the same time, the Fatherland Front Committee and other mass organizations need to play a role in building cultural life in residential areas, improving the quality of life and happiness index of the people, creating a solid foundation for building, consolidating, and promoting the strength of national unity.
