In particular, the Yen Nghia 2 regulating reservoir project (An Khanh commune, Hanoi ) is completing its final stages and is ready for handover and commissioning, contributing to increased water storage capacity, improved environmental landscape, and reduced flooding in the area.
Construction is progressing at a rapid pace, day and night, even through holidays and Tet (Vietnamese New Year).
The Yen Nghia 2 regulating lake has taken shape with its expansive lakebed and a complete water intake and drainage system. The lake is surrounded by concrete embankments, lighting systems, and roads, creating a scenic landscape. This is the result of over four months of continuous effort by the units involved in the project. With a large volume of work and a fast pace, the contractor, the Infrastructure Development Investment Company under the Lung Lo Construction Corporation ( Ministry of National Defense ), mobilized a large number of vehicles and machinery, organizing construction in three continuous shifts.

According to Comrade Pham Duy Khoi, the project manager of the Yen Nghia 2 regulating reservoir project, Infrastructure Development Investment Company, at its peak, the construction site maintained more than 20 large-capacity excavators and 130 trucks with 500-600 truck trips operating day and night, both excavating and transporting soil. At the project, the total volume of excavated and transported soil was approximately 270,000 m³ . “At its peak, more than 100 workers were mobilized at the construction site. Among them were complex items such as constructing culverts to collect and drain water. To prevent water flow, we had to use a pile driving system; at times, the piles warped due to conflicts with the underlying infrastructure,” Comrade Pham Duy Khoi shared.
In this project, the unit researched and applied new technologies, most notably fiber-reinforced concrete components used to build the embankment around the lake. The project used more than 500 concrete components, each weighing 5 tons. This technology helped meet the tight construction schedule and ensured the stability and sturdiness of the structure.
Comrade Trinh Van Ta, Deputy Director of the Infrastructure Development Investment Company, who directly manages the construction site, said that when receiving the project's construction assignment, the unit set a very strict schedule. Initially, the plan was to complete the project in one year, but this was later shortened to just over four months. "The unit has made great efforts, braving the sun and rain, working three shifts and four teams continuously to complete the large volume of work. The most difficult part was transporting the soil because the road to the construction site is a single-lane road with heavy traffic, and it's often muddy on rainy days. The waste disposal site is nearly 40km away from the construction site, and sudden fluctuations in gasoline and oil prices directly affect the unit," Comrade Trinh Van Ta explained.
Lieutenant Colonel Nguyen Manh Cuong, Director of the Infrastructure Development Investment Company, shared that in addition to the Yen Nghia 2 regulating reservoir project, the unit has undertaken many projects related to drainage and irrigation infrastructure such as the Vinh Thanh regulating reservoir (Dong Anh, Hanoi) and the Phung Xa-Di Nau drainage canal (Thach That, Hanoi). These are all projects requiring urgent progress. With accumulated capacity and experience, overcoming numerous challenges, the construction force of the branch works day and night, through holidays and Tet (Lunar New Year), without days off, striving to complete the task, meet project deadlines, and ensure the quality of the construction.
Actively implement projects to address the bottleneck of flooding.
With its expected commissioning on June 30th, the Yen Nghia 2 regulating reservoir will gradually complete the system of reservoirs according to the drainage plan, supporting water regulation and mitigating the flooding that occurs every time it rains in the area surrounding the project. This is the first project to be completed ahead of schedule among the seven emergency construction projects to address urban flooding in Hanoi, managed by the Hanoi City Infrastructure and Agriculture Construction Investment Project Management Board. Besides this project, Hanoi is currently implementing many other flood control projects. The Hanoi City Party Committee and People's Committee have identified urban flooding as one of the five major bottlenecks to be addressed with both urgent and long-term solutions. Accelerating the completion of flood control projects is one of the tasks the city is prioritizing and directing to ensure their early completion, serving the drainage needs for the 2026 rainy season.
Currently, the project to invest in and construct localized flood control measures for several points in the inner city, assigned by the Hanoi People's Committee and the Hanoi Department of Construction to the Hanoi City Technical Infrastructure Management Center as the investor, is being actively implemented. The project commenced in March 2026. Contractors are mobilizing manpower, machinery, and equipment to simultaneously carry out construction on 22 items, including: Upgrading pumping stations at 6 lakes (Thien Quang, Bay Mau, Ba Mau, Linh Quang, Van Chuong, Trung Tu) and constructing 16 points along streets in the inner city (along Ly Thai To, Le Phung Hieu, Le Lai, Phan Chu Trinh, Ly Thuong Kiet, Trang Tien, Tran Nguyen Han, Tran Nhan Tong, Quang Trung, Quan Su, and Nguyen Trai streets). The project duration is 150 days, and as of June 15th, 105 days have been completed. The stipulated working hours are from 10 PM the previous day to 5 AM the following day. After each night of construction, before 7 AM, the units must complete cleaning and washing of the roads to ensure normal traffic conditions for the public.
With high determination, the units strive to complete the project construction on schedule, ensuring the quality of the work, traffic safety, minimizing the impact on people's lives, meeting the set goals and requirements, and especially contributing to the city's flood control efforts.
