At the households, the delegation inquired about their lives, listened to their thoughts and aspirations; and at the same time, disseminated information, encouraged cooperation, and thanked the households for their support in the compensation and land clearance process. The meaningful gifts not only had material significance but also demonstrated the concern and sharing of the Hiep Binh Ward Military Command and local organizations towards the households affected by the project. Ms. Do Thi Hoa, a resident of Hiep Binh Ward, shared: "We highly agree with the city's policy, so even if we have to demolish part of our houses, we are willing. We only hope that the local authorities will provide adequate support."

National Highway 13 is a vital transportation route connecting Ho Chi Minh City with Binh Duong and Binh Phuoc (formerly), and the city has agreed to commence construction in the fourth quarter of 2026. Land clearance, compensation, and support must be completed before July 31st. The project to upgrade and expand National Highway 13 in Hiep Binh ward requires the acquisition of over 395,000 m², affecting 1,041 households; including 213 cases requiring complete clearance and 828 cases requiring partial clearance. The People's Committee of Hiep Binh ward has established 10 teams to mobilize land handover; the teams include officers and soldiers from the ward's Military Command.
Although the majority of residents agreed with the policy and voluntarily handed over the land, some were still hesitant. Understanding the difficulties faced by the people, during the 30-day intensive campaign to clear the land for National Highway 13 (starting May 19th), the Ward Military Command emphasized the spirit of "skillful people mobilization," actively participating with the ward's departments, agencies, and organizations in going to each house to persuade residents to relocate and resettle as soon as possible. Lieutenant Colonel Nguyen Thi Hai Yen, Deputy Political Commissar of the Ward Military Command, shared: "With the responsibility and role of the armed forces in mobilizing the people to implement the Party's policy, the Ward Military Command thoroughly understood the task, deployed forces to participate in people mobilization teams, and joined hands with the local Party committee and government to complete the land handover on time."
To date, Hiep Binh ward has completed the handover of over 60% of the land area; striving to complete the handover of 100% of the project land area by July 2026. According to Comrade Vu Anh Tuan, Secretary of the Party Committee of Hiep Binh ward: Upgrading and expanding National Highway 13 is a major policy of the city, aiming to realize Resolution 09 of the Politburo, emphasizing the task and solution of "completing the construction of national highways and the system of connecting roads within and between regions according to the plan". This is a key project with significant importance in urban beautification, traffic connectivity and promoting socio -economic development in the northeastern gateway area of Ho Chi Minh City. Therefore, the ward mobilizes all forces, promoting the role of the Fatherland Front and the Ward Military Command in mobilizing people to hand over land so that the project can be implemented on schedule.
