
The Ministry of Public Security has recently sent a document to ministries, ministerial-level agencies, government agencies, the National Assembly Office, the Presidential Office, the Central Committee of the Vietnam Fatherland Front, and the People's Committees of provinces and centrally-administered cities, providing guidance on several issues related to the reorganization of administrative units and the two-tiered local government structure.
Specifically, the Ministry of Public Security requests the aforementioned agencies to continue registering and revoking seals when rearranging and reorganizing administrative units at all levels and building models of local government organization according to Guidance No. 579 of the Ministry dated February 25, 2025.
Notably, the Ministry of Public Security stated that, following the Prime Minister 's directive, it has issued documents instructing provincial and city police to update citizens' residential addresses due to changes in administrative boundaries and names within the national database system on population, citizen identification, and electronic identification.
In cases of complete mergers, renaming, or changes to administrative units, the Ministry of Public Security (Department of Administrative Management of Social Order - C06) will use the legal basis for the changes to update the administrative unit codes and electronic residence record numbers on the system, and simultaneously notify local police departments.
In cases of division or separation of administrative units, local police conduct a review, verification, compilation, and send the information to C06 - Ministry of Public Security for updating on the software system.
For citizens in areas where administrative boundaries have changed, the commune police/local police will review and verify the citizen's information to make adjustments on the software system and receive the application for updating residence information.
Regarding cases where citizens holding a Citizen Identification Card (CCCD) in areas with changes in administrative boundaries have discrepancies between the information in the National Population Database and the information on the CCCD card, the Ministry of Public Security stated that, based on the 2023 CCCD Law and current regulations, changes or adjustments to administrative boundaries do not yet mandate citizens to renew or reissue their CCCD cards.
However, to facilitate personal transactions and travel for citizens, the Ministry of Public Security encourages people to renew or replace their Citizen Identification Cards when there are changes or adjustments to administrative boundaries to ensure consistent information.
When there are changes to administrative units, citizens will be exempt from the fee for issuing and replacing their Citizen Identification Card.
