The Ha Long Carnival 2025 promises to be very exciting.

The Carnival program is one of the special events in the series of activities of the Ha Long Summer Tourism Week 2025. It is expected to attract a large number of domestic and international tourists to Ha Long. Preparations are being meticulously carried out by Ha Long City and related units, promising to create unforgettable impressions for tourists during the upcoming holiday.

The Ha Long Carnival 2025 will continue to have many distinctive features compared to previous years.

The Ha Long Carnival 2025 will take place at 8 PM on May 1st in Bai Chay ward, bringing together thousands of professional actors and artists, international art troupes, and artisans. With the theme: “Ha Long Carnival 2025 - Connecting Heritage, Pioneering and Shining,” the program consists of four parts: the opening art performance; the grand Ha Long Carnival dance; DJ performances; and a high-altitude fireworks display.

The highlight of the program is the convergence of intangible cultural heritage from all three regions of Vietnam, honoring national identity against the backdrop of a world natural wonder, combined with modern technologies such as 3D mapping, lasers, and light shows. The grandstand for the Ha Long Carnival 2025 is also the largest ever designed, with a total of 15,000 seats to serve the public and tourists (an increase of 5,000 seats compared to 2024).

The People's Committee of Ha Long City is working with relevant units to review the progress of the Ha Long Carnival 2025 program.

To ensure the program's success and safety for visitors, Ha Long City developed a plan and script well in advance. Simultaneously, it established a Festival Organizing Committee and various subcommittees, and held weekly meetings to review progress with relevant units, thereby promptly addressing any arising issues.

Accordingly, to ensure security, traffic safety, and fire prevention before, during, and after the Carnival, Ha Long City has developed a master plan and submitted it to the Provincial Police and relevant units to develop security and logistics plans to ensure the program's smooth operation. Due to the absence of district-level police forces, the Provincial Police has assigned the Foreign Security Department to lead and coordinate with relevant departments and forces to ensure security at locations inside and outside the festival area. In particular, to ensure traffic management, the Provincial Police's Traffic Police have also developed a plan and coordinated with departments, local authorities, and relevant agencies to increase patrols, inspections, and traffic control at entertainment venues. It is expected that nearly 1,000 police officers will participate in duties at the Ha Long Carnival 2025 (compared to approximately 600 officers in 2024).

Alongside ensuring security and order, the city of Ha Long has also developed detailed plans for medical services to be implemented comprehensively in the festival areas, training grounds, and delegate accommodation areas. Specifically, 3-6 medical teams will be on duty at the training and festival venues. The city's Health Department has also established an inspection team to review food safety at restaurants, hotels, and accommodation establishments in the area, focusing primarily on wards with a high concentration of tourists.

Electricity workers in Ha Long City inspect and address defects at substations to ensure power supply for the Ha Long Carnival 2025 program.

Regarding power supply for the event, Ha Long City Power Company conducted a comprehensive inspection of transformer stations, addressing defects and potential overheating issues on power lines. They also intensified inspections of high-voltage power line safety corridors and addressed underground power cables supplying central areas. Simultaneously, they developed a detailed power supply plan for areas hosting entertainment activities and tourist accommodations within the city. Notably, particularly important locations (Carnaval stage area, delegate accommodations, etc.) were supplied with power from both the grid and backup generators.

Regarding rehearsals and stage setup, from April 18th to 27th, units will gather vehicles and equipment, proceed with the construction of the stage and grandstands, build model vehicles, and other related items. Rehearsals will also be conducted simultaneously according to the approved script. On April 25th, the city will coordinate with relevant departments and agencies to inspect the grandstands and stage, and check the electrical system. From April 28th to 30th, preliminary and final rehearsals will be conducted, finalizing the entire Ha Long Carnival 2025 program as planned.

Mr. Nguyen Ngoc Son, Vice Chairman of the People's Committee of Ha Long City, said: Based on past experience, Ha Long City will meticulously prepare all aspects and content of the Carnival. Especially since this is the last event Ha Long City will organize before the dissolution of the district-level organization. To date, all preparations for the Ha Long Carnival 2025 are basically adhering to the plan and script, ready for a spectacular, unique, and distinctive program that reflects the spirit of Quang Ninh, with many unique highlights to offer to domestic and international tourists.
