As of May 20, ministries, branches and localities have compiled, counted and announced 6,358 administrative procedures (AP), of which 4,377 AP (accounting for 68.8%) are related to production and business activities. The total cost of compliance with AP is more than VND 120,000 billion/year... The Prime Minister has requested to ensure a reduction of at least 30% of the time to handle AP, at least 30% of the cost of compliance with AP, and at least 30% of business conditions in 2025 and continue to cut sharply in the following years.
To achieve the growth target, one of the special solutions we are implementing is to streamline the apparatus, arrange administrative boundaries at all levels and organize two-level local governments. In his speech at the National Assembly on May 23, Prime Minister Pham Minh Chinh emphasized the most important point is to change the state of the apparatus from passively receiving and processing requests from people and businesses to proactively and actively serving people and businesses. To do this, we must first promote the reduction of administrative procedures, develop standards, regulations, and necessary conditions, and publicly announce them so that people and businesses can follow them and do what the law does not prohibit; and instead of pre-inspection and licensing, the government will strengthen post-inspection, inspection, and supervision. National Assembly deputies also hope that administrative procedures will be reduced and simplified at a "lightning speed" to unlock all resources, contributing to promoting rapid and sustainable growth.
