As of May 20th, ministries, sectors, and localities have compiled, statistically analyzed, and published 6,358 administrative procedures, of which 4,377 (accounting for 68.8%) relate to production and business activities. The total cost of complying with these procedures is over 120,000 billion VND per year… The Prime Minister has requested ensuring a reduction of at least 30% in the processing time of administrative procedures, at least 30% in compliance costs, and at least 30% in business conditions by 2025, and continuing significant reductions in subsequent years.

To achieve the set growth targets, one of the key solutions we are implementing is streamlining the administrative apparatus, reorganizing administrative boundaries at all levels, and establishing a two-tiered local government system. In his speech to the National Assembly on May 23rd, Prime Minister Pham Minh Chinh emphasized that the most important point is shifting the administrative apparatus from passively receiving and processing requests from citizens and businesses to actively and proactively serving them. To achieve this, we must first accelerate the reduction of administrative procedures, establish standards, regulations, and necessary conditions, and publicly announce them so that citizens and businesses can follow them, doing only what is not prohibited by law. Furthermore, instead of pre-approval and licensing, the government should strengthen post-approval, inspection, and supervision. National Assembly representatives also hope that administrative procedures will be reduced and simplified at a rapid pace to unlock all resources and contribute to rapid and sustainable growth.
