Residents of Hoa Binh ward expressed their opinions at the "Listening to the People" forum.
The forum was organized in the spirit of innovation within the activities of the Vietnam Fatherland Front Committee of the province, aiming to create conditions for members, affiliates, and all strata of the people to directly express their thoughts, aspirations, and propose opinions and recommendations to the Party Committee and government through the Fatherland Front and other political and social organizations. This helps all levels and sectors to promptly grasp the situation, identify pressing and prominent issues arising from the grassroots level, and consider and resolve them.
At the first forum held in Hoa Binh province, Ms. Bui Thi Minh, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Vietnam Fatherland Front Committee of the province, emphasized: "Listening to the opinions and suggestions of the people regarding leadership, direction, management, and solutions for socio-economic development is the major difference between this forum and regular voter outreach sessions. While voter outreach sessions mainly focus on listening to suggestions and concerns, at this forum, we hope to receive strategies and solutions from the people to work alongside the government in the development of the locality. We will exchange, clarify, and accept suggestions within our authority; and compile issues beyond our authority to propose to relevant agencies for consideration and resolution."
The success of the first forum held in Hoa Binh ward lay in hearing representatives from 22 communes and wards in the Hoa Binh area directly exchange ideas, express their aspirations, and reflect on many practical issues related to people's lives, such as land management, planning, land clearance, environmental protection, infrastructure investment, job creation, implementation of social security policies, administrative procedure reform, and improving the quality of service to the people. Many opinions not only highlighted difficulties and obstacles arising from the grassroots level but also proposed solutions to maximize the potential and advantages of each locality, especially suggesting solutions for implementation during the process of merging villages and residential areas. This contributed to building a government that is closer to the people, more responsive to their needs, and serves the people even better.
A highlight of the forum is its expanded scope of dialogue, encouraging citizens to participate in providing feedback on leadership, direction, management, and administration, as well as offering solutions for socio-economic development. This is an innovative approach, clearly demonstrating the role of the Vietnam Fatherland Front in promoting the people's right to self-governance, while also providing Party committees and authorities with practical information to adjust and refine policies and guidelines to meet development requirements. For issues that cannot be resolved immediately or are beyond the authority of the Standing Committee of the Vietnam Fatherland Front Committee of the province, the information is compiled and forwarded to relevant agencies for consideration and resolution according to regulations. This approach contributes to improving the effectiveness of monitoring the people's situation, promptly identifying emerging issues at the grassroots level, and advising on solutions. It also fosters cohesion and consensus between the government and the people in the process of implementing socio-economic development tasks.
The "Listening to the People" Forum is not only organized at the provincial level but also implemented in many localities such as Hung Viet, Tan Lac, Yen Lac, and Mai Ha communes, creating opportunities for people at the grassroots level to directly participate and contribute opinions related to community life. After listening to opinions and suggestions, leaders of agencies and units have received, discussed, and directed the resolution of issues within their authority right from the grassroots level. This not only helps to resolve specific problems but also contributes to improving the effectiveness of state management and strengthening the responsibility of officials and civil servants in performing their duties.
In reality, wherever the voice of the people is respected, the people's trust in the Party and the State is strengthened. The "Listening to the People" forum is an important bridge between the Party, the government, and the people; contributing to promoting the people's right to self-governance, strengthening social consensus, consolidating national unity, and creating further impetus for Phu Tho to continue its rapid and sustainable development, towards the goal of building an increasingly prosperous, civilized, and happy homeland.
