“Digital literacy” for young people
Since the establishment and operation of the "Digital Education for All" team of Phong Nam Commune Youth Union, it has helped people become aware of the habit of using technology in their work and daily life. Meanwhile, people who come to the commune's one-stop shop to do administrative procedures are guided to do electronic procedures. Instructions and support for registering for online public accounts, submitting online applications at levels 3 and 4; supporting people in downloading the VneID application and activating electronic identification accounts.

Actual observations in Phong Nam commune show that not only the elderly have difficulty accessing technology, many young people are also confused when having to do some administrative procedures on digital platforms like the case of Mr. Lam Minh Anh and need guidance from the team to be able to complete the administrative procedures without wasting much time. According to Mr. Minh Anh, the reason is the habit of doing traditional procedures, so doing online records and unfamiliar procedures is inevitable.
Mr. Nguyen Minh Khoa - Secretary of Phong Nam Commune Youth Union assessed that many young people do not fully understand digital transformation, such as submitting online applications on the Binh Thuan province electronic information portal. For the elderly or those with difficult conditions, they do not have or do not use smartphones, so it is very difficult to install the VneID application or other online operations.

Be a bridge between the government and the people
The “Digital Education for the People” team of Phu Trinh Ward will be organized every Wednesday morning. However, the locality is one of the most populous wards in the city, so the number of files that need to be processed is very high; while an online application procedure usually has to go through 5 steps, so it takes more time. Therefore, depending on the situation, the Ward Youth Union is also flexible in arranging additional guidance members on Monday and Friday mornings to shorten the time and avoid people having to wait too long.
In Tien Loi commune, the commune delegation has deployed many mobile support campaigns in residential areas and focused on vulnerable groups such as the elderly, ethnic minorities, and households without access to information technology, in order to shorten the digital gap and spread the humanistic values of digital transformation to each citizen. According to statistics, Phan Thiet city is operating 15 "Digital Education for the People" teams in 15 wards and communes and has organized many activities such as: Launching propaganda and supporting the popularization of basic knowledge and skills in information technology for people and youth; cashless payment for services; providing instructions on online public services and interacting with the government via digital platforms.
Ms. Phan Thi Thu Hang - Secretary of the Youth Union of Phan Thiet City believes that, in addition to the effectiveness of digital transformation, the "Digital Popularization" team will be a bridge to help people, especially in the city's communes, interact with the government more easily and gradually get used to technology. In the digital age and towards a smart society, adapting to technology is inevitable. Therefore, the "Digital Popularization" team deployed by the youth of Phan Thiet City will create positive changes, helping people to popularize digital skills, thereby effectively applying them in life.
