Since its establishment and operation, the "Digital Literacy Team" of the Phong Nam Commune Youth Union has helped local people become aware of and develop the habit of using technology in their work and daily lives. Meanwhile, people coming to the commune's one-stop service center to complete administrative procedures are guided to use electronic procedures. They are assisted in registering online public service accounts, submitting online applications at levels 3 and 4; and helped with downloading the VneID application and activating their electronic identity accounts.

Observations in Phong Nam commune show that not only the elderly have difficulty accessing technology, but many young people are also unfamiliar with completing administrative procedures on digital platforms, as in the case of Mr. Lam Minh Anh, and need guidance from the team to complete the procedures without wasting much time. According to Mr. Minh Anh, the reason is the habit of doing procedures traditionally, so it is inevitable that he is not yet familiar with the online application process.
According to Mr. Nguyen Minh Khoa, Secretary of the Phong Nam Commune Youth Union, many young people have not yet fully grasped digital transformation, such as submitting applications online through the Binh Thuan Provincial e-portal. For older people or those with difficult circumstances, they do not own or use smartphones, making it very difficult for them to install the VneID application or perform other online operations.

Serving as a bridge between the government and the people.
The "Popular Education" team of Phu Trinh ward will hold sessions every Wednesday morning. However, due to the local area being one of the most densely populated wards in the city, the volume of applications to be processed is very high; and since an online application process usually involves five steps, it takes more time. Therefore, the ward's Youth Union is flexible and, depending on the situation, arranges for additional guidance sessions on Monday and Friday mornings to shorten processing times and avoid long waits for residents.
In Tien Loi commune, the commune's youth union has deployed numerous mobile support campaigns in residential areas, focusing on vulnerable groups such as the elderly, ethnic minorities, and households without access to information technology, aiming to bridge the digital divide and spread the humanistic values of digital transformation to every citizen. According to statistics, Phan Thiet city currently has 15 "Digital Literacy Teams" operating across 15 wards and communes, organizing various activities such as: launching campaigns to disseminate basic information technology knowledge and skills to citizens and young people; promoting cashless payment for services; guiding online public services; and interacting with the government through digital platforms.
Ms. Phan Thi Thu Hang, Secretary of the Phan Thiet City Youth Union, believes that in addition to the benefits of digital transformation, the "Digital Literacy Team for the People" will serve as a bridge to help people, especially in the city's communes, interact with the government more easily and gradually become familiar with technology. In the digital age and towards a smart society, adapting to technology is inevitable. Therefore, the "Digital Literacy Team for the People" implemented by the youth of Phan Thiet City will create positive changes, helping people to acquire digital skills and apply them effectively to their lives.
