According to the decree, a flight is considered delayed when the actual departure time is more than 15 minutes later than the scheduled flight time. Delays of 4 hours or more are considered prolonged delays.
If the delay is two hours or more, the carrier is obligated to provide passengers with drinking water or a voucher of equivalent value.
For flights delayed by 4 hours or more, a full refund or a refund for unused portion of the ticket must be given. For flights delayed by 6 hours or more, suitable accommodation must be arranged, subject to the actual conditions of the airport.
The decree takes effect from July 1st.
Article 36 of Decree No. 208 also stipulates the regulations on base flight schedules. Accordingly, the base flight schedule is the flight schedule published by the carrier for booking and selling tickets to passengers, the updated version up to 3 PM ( Hanoi time - the data cutoff time) of the day before the scheduled date of operation.
The base flight schedule data must be transferred to the airport operator's data system, the passenger terminal service provider's data system, and the estimated departure time according to this flight schedule must be displayed in the Estimated Departure Time (STD) column on the flight information display system (FIDS) at the airport.
Flight schedules must be published on the carrier's website so that passengers can access them for domestic flights.
Accordingly, regulations regarding the obligation to assist and compensate passengers when flights are delayed, canceled, or rescheduled will be based on this flight schedule regulation.
