For the family of Ms. Duong Thi Phuong in Ra La village, Bac Son commune, policy-based credit is not only a lifeline that provides motivation for the family to develop economically , but also helps them afford to educate their children. Ms. Phuong shared: "In 2021, my daughter passed the entrance exam to the University of Economics and Business Administration - Thai Nguyen University. At that time, I was both happy and worried about the expenses of her four years of university studies. Thanks to the bank staff and the head of the savings and loan group who provided guidance, I boldly borrowed money from the student loan program. Accordingly, I borrowed 145 million VND for my daughter's entire course of study. Thanks to this capital, my daughter was able to attend university, and in June 2025, she graduated and has a stable job that can help her parents gradually repay the loan when it is due."
Thanks to the student loan program, Ms. Nguyen Thi Thuy's daughter, from Nhi Ha area, Huu Lung commune, had the opportunity to pursue her dream of going to school. Ms. Thuy said: "In 2023, my daughter received an acceptance letter from Hanoi College of Pharmacy. I was worried about how to manage the tuition fees, which are quite high, when I was guided to access the preferential student loan program. To date, my family has borrowed 60 million VND from this program to cover my daughter's study expenses. Without the support and assistance from the student loan program, my daughter would probably have had to drop out of school."

Ms. Phuong's and Ms. Thuy's children are just two of many students in the province who have accessed policy-based credit to continue pursuing their educational dreams. The student loan program officially began implementation in 2007 according to Decision No. 157 dated September 27, 2007, of the Prime Minister .
Mr. Phan Anh Thang, Deputy Director of the Provincial Branch of the Vietnam Bank for Social Policies, said: With the motto of ensuring that no disadvantaged student in the province has to drop out of school due to lack of tuition fees, the Provincial Branch of the Vietnam Bank for Social Policies has created the most favorable conditions for eligible families to access student loan funds. Especially at the beginning of the new school year, the unit has strengthened coordination with entrusted socio-political organizations, directing transaction offices to intensify propaganda efforts to help people understand the preferential student loan policy; and guiding families to promptly prepare loan applications to cover their children's educational expenses.
To date, the outstanding loan balance for the student loan program being implemented at the Provincial Branch of the Vietnam Bank for Social Policies is 26.3 billion VND with 534 borrowing households; 56 disadvantaged students have received loans to purchase computers and online learning equipment totaling 828 million VND. Currently, students can borrow 4 million VND per month, an increase of 3.2 million VND per month compared to the loan amount at the beginning of the program.
Recently, the Prime Minister issued Decision 29 dated August 28, 2025, on credit for students, master's students, and doctoral candidates studying science, technology, engineering, and mathematics. This is a deeply humane program that promptly meets the needs of students to cover tuition fees, living expenses, and other study costs during their studies in science, technology, engineering, and mathematics. Following the issuance of the decision, the branch coordinated with entrusted socio-political organizations and directed its transaction offices to intensify public awareness campaigns about the purpose and significance of the program through various forms such as distributing leaflets and using mass media.
Accordingly, undergraduate students, master's students, and doctoral candidates studying science, technology, engineering, and mathematics are eligible to borrow the full amount of tuition fees (after deducting scholarships and other financial aid from the university, if any) as confirmed by the university; living expenses and other study costs up to a maximum of 5 million VND/month, with an interest rate of 4.8%/year.
In the coming period, the Provincial Branch of the Vietnam Bank for Social Policies will continue to strengthen coordination with associations and organizations to create the best conditions for all families in need and meeting the eligibility criteria to access student loan capital. At the same time, it will advise the Provincial Board of Directors of the Vietnam Bank for Social Policies to promptly issue documents implementing Decision 29 of the Prime Minister, review the loan needs of students, ensure quick and timely disbursement, contributing to fulfilling students' dreams of going to school, helping them confidently move forward on their educational path and build a bright future.
