For the family of Ms. Duong Thi Phuong, Ra La village, Bac Son commune, the policy credit capital is not only a lifebuoy that motivates the family to develop the economy but also helps her family have the conditions to raise their children to study. Ms. Phuong shared: In 2021, my daughter passed the entrance exam to the University of Economics and Business Administration - Thai Nguyen University. At that time, I was both happy and worried because I thought about the expenses for my daughter's 4 years of university study. Thanks to the propaganda and guidance from the bank staff and the head of the savings and loan group, I boldly borrowed capital from the student credit program. Accordingly, I borrowed 145 million VND for my daughter's entire course. Thanks to the capital, my daughter was able to go to university. In June 2025, she graduated from school and had a stable job, which could help her parents gradually pay off the loan when it was due.
Thanks to the loan from the student loan program, Ms. Nguyen Thi Thuy's daughter, Nhi Ha area, Huu Lung commune, has the opportunity to pursue her dream of going to school. Ms. Thuy said: In 2023, my daughter received a notice of admission to Hanoi College of Pharmacy. I was worried about how to manage because the tuition fee for my child to go to school was quite high, then I was guided to access the preferential student loan. To date, my family has borrowed 60 million VND from this program to cover my child's study expenses. If there were no sharing and support from the student loan, my child would have had to drop out of school.

Ms. Phuong and Ms. Thuy's children are just two of many students in the province who have access to policy credit capital to continue to realize their dream of going to school. Accordingly, the credit program for students officially began implementation in 2007 according to Decision No. 157 dated September 27, 2007 of the Prime Minister .
Mr. Phan Anh Thang, Deputy Director of the Provincial Social Policy Bank Branch, said: With the motto of not letting any disadvantaged students in the province drop out of school due to lack of money to pay tuition fees, in the past time, the Provincial Social Policy Bank Branch has created the most favorable conditions for families who are eligible, have the need and are eligible to borrow capital to access student credit capital. In particular, at the beginning of the new school year, the unit has stepped up coordination with entrusted socio-political organizations, directed transaction offices to strengthen propaganda, help people understand the preferential loan policy for students; guide households to make loan applications in a timely manner to cover the study costs for their children.
Up to now, the outstanding loan balance of the student credit program being implemented at the provincial branch of the Vietnam Bank for Social Policies is 26.3 billion VND with 534 borrowers; 56 students in difficult circumstances have been able to borrow capital to buy computers and online learning equipment with the amount of 828 million VND. Currently, students are able to borrow capital with a loan level of 4 million VND/month, an increase of 3.2 million VND/month compared to the loan level at the time the program started.
Recently, the Prime Minister issued Decision 29 dated August 28, 2025 on credit for students, master's students, and biological researchers in the fields of science, technology, engineering, and mathematics. This is a deeply humane program, promptly meeting the needs of students to cover tuition fees, living expenses, and other study expenses while studying in the fields of science, technology, engineering, and mathematics. After the decision was issued, the branch coordinated with entrusted socio-political organizations and directed transaction offices to promote propaganda to people about the purpose and meaning of the program through many forms such as distributing leaflets, through mass media, etc.
Accordingly, students, master's students, and researchers in science, technology, engineering, and mathematics can borrow the entire tuition fee (after deducting scholarships and other financial support from the school, if any) as confirmed by the school; living expenses and other study expenses are up to 5 million VND/month, with a loan interest rate of 4.8%/year.
In the coming time, the Provincial Social Policy Bank Branch will continue to strengthen coordination with associations and organizations to create the best conditions for all families in need and eligible to access student credit capital. At the same time, advise the Provincial Social Policy Bank Board of Directors to issue documents to promptly implement Decision 29 of the Prime Minister, review the loan needs of students, ensure quick and timely disbursement, contribute to the fulfillment of students' dreams of going to school, help them firmly step on the path of learning and build a bright future.
