With her sense of responsibility, enthusiasm, and credibility, Ms. Phan Thi Hoa - Head of the Women's Association of Hon Nghe 2 residential area (Tay Nha Trang ward) - is not only a "leader" in uniting members, but also a reliable support for many women in the area.

Boosting membership recruitment

In 2000, Ms. Hoa joined the women's association as the head of a local women's group. In 2007, she was elected as the deputy head of the branch association and has held the position of branch head since 2019. Upon taking on the role, Ms. Hoa visited each household to understand the concerns and encourage women to participate in association activities. She solicited opinions from members and implemented a system of contributing 50,000 VND per person per year to fund activities; visiting the sick and infirm... aiming to strengthen the bond and sharing within the branch association. During meetings, in addition to implementing association activities, she also incorporated cultural and artistic programs, distributed gifts to support those in difficult circumstances, and rewarded and encouraged women's groups and individuals who made significant contributions.

To improve operational efficiency, Ms. Hoa divided the members into 8 women's groups and established 8 Zalo groups to facilitate information dissemination and situation monitoring. Therefore, new policies, important information, and activity plans are quickly and promptly conveyed to each member. Thanks to the diversification of activities, flexible management, and focus on protecting members' rights, the branch has attracted many women to voluntarily participate; the number of members has increased from 200 in 2018 to 305 currently. With the spirit of solidarity and responsibility of the officials and members, along with the attention and cooperation of the Party branch and neighborhood committees, the branch has consistently achieved outstanding results for many years.

To help members and local people in difficult circumstances, Ms. Hoa has implemented many practical models. She established two mutual savings groups with no interest, each with 12 members. Each term, a member receives 18 million VND as revolving capital to develop their family's economy . She also encouraged women to participate in "Savings Piggy Banks" through various methods such as: collecting and selling scrap materials; contributing funds during group meetings; and members donating 100,000 VND to the piggy bank upon receiving their capital. Thanks to this, each year, the branch collects 2.5 to 3 million VND from the piggy banks to give Tet gifts to 10 members in difficult circumstances.

In addition, Ms. Hoa mobilizes members and benefactors to help approximately 6 cases each year when they face unexpected difficulties, serious illnesses, or need assistance with funeral expenses, with each case receiving between 4.5 and 7 million VND. She also coordinates with local authorities to mobilize various resources to increase the level of support for the aforementioned cases. In 2025 alone, she raised 83 million VND to help those in need and support people affected by floods; together with other women, she cooked 15,000 meals, donated 2,000 gift packages and 3 tons of used clothing to heavily flooded areas. During the Covid-19 pandemic, she mobilized essential goods worth nearly 100 million VND to support the people... Furthermore, for the past 9 years, she has used her personal funds and appealed to benefactors to provide 3 to 4 health insurance cards each year to people with serious illnesses. Ms. Hoa shared: "My greatest joy is not the numbers or achievements, but the smiles and happiness of the women and people when they receive support. That motivates me to continue to be involved and contribute to the women's movement."

For her contributions, Ms. Hoa has received numerous awards from various levels of women's associations and localities. Recently, she was awarded the title of "Outstanding Woman of 2025" by the Central Committee of the Vietnam Women's Union.
