Immediately after its establishment, the Party Committee of Chiềng Mung commune focused on leading and directing the consolidation of the political system's organizational structure. The commune's Party Committee currently has 56 subordinate branches, including 42 village and hamlet branches and 14 branches in agencies, schools, and health stations, with a total of 1,263 Party members. The Executive Committee of the commune's Party Committee for the 2025-2030 term consists of 30 members, and the Standing Committee has 9 members, ensuring a reasonable structure in terms of age, gender, field of work, and professional and political theory qualifications. This is an important foundation for enhancing the leadership capacity and fighting strength of the Party organization under the conditions of implementing the new model.
The first Party Congress of Chiềng Mung commune, for the 2025-2030 term, unanimously agreed on 24 key targets and 2 breakthroughs: effective administrative reform linked to digital transformation and the effective implementation of the two-tiered local government model; and the development of rural socio -economic infrastructure in a synchronous manner, focusing on gradually investing in transportation infrastructure and cultural centers for disadvantaged villages. In implementing the resolution, the commune focused on consolidating the administrative apparatus, ensuring the smooth operation of the Public Administrative Service Center, promoting the application of information technology, and maximizing the effectiveness of community digital technology groups; while prioritizing investment in transportation infrastructure and cultural centers in disadvantaged villages, gradually improving infrastructure, raising people's living standards, and fostering consensus in building new rural areas.
Along with stabilizing the organizational structure, Chiềng Mung commune focuses on the synchronized implementation of socio-economic development tasks and ensuring national defense and security. Disease prevention and control for crops and livestock; forest management and protection; and payment for forest environmental services are carried out promptly and in accordance with regulations. Budget revenue has achieved positive results, reaching over 21.5 billion VND by the end of 2025; budget management and utilization are strictly implemented, prioritizing social welfare and development investment. The commune People's Committee has reviewed and proposed 61 public investment projects for the 2026-2030 period, focusing on essential infrastructure serving production and people's lives. Cultural and social fields continue to receive attention; the school and health systems operate stably; and social welfare policies are fully and promptly implemented, contributing to improving the lives of the people.
One of the most notable achievements in implementing the two-tiered local government model in Chiềng Mung commune is administrative reform and digital transformation. The commune's Public Administrative Service Center has been reorganized to be more streamlined and efficient, facilitating transactions for citizens and businesses. From July 1st to the present, the Center has received 1,242 administrative procedure applications, resolving 1,212 of them, achieving a 99.3% rate of timely and accurate processing. The application of information technology, the use of management software, online public services, chip-based citizen identification cards, and the VNeID platform are gradually becoming more systematic.
The development of e-government and digital government has been accelerated. 100% of agencies, schools, and health stations in the area are connected to fiber optic internet; 100% of villages have stable 4G coverage. The commune maintains the operation of 42 community digital technology groups in villages, guiding people to use online public services, electronic payments, and digital applications to serve daily life and production.
Discussing the results of implementing the two-tiered local government model, Mr. Tran Xuan Hiep, Chairman of the People's Committee of Chieng Mung commune, said: Implementing the two-tiered local government model is a new task with high demands, while the commune still faces many difficulties in terms of infrastructure and human resources. However, with the guidance and support of the province, the unity and consensus within the Party Committee, and the agreement of the people, the commune's government apparatus has now basically operated stably and smoothly, ensuring timely and effective service to the people and businesses.
From practical experience at the grassroots level, people also clearly feel the changes in the operation of the commune government. Mr. Lo Van Thuc, from Bon village, shared: "Initially, when the communes were merged and the new model was implemented, people were worried that handling paperwork would be complicated. But in reality, the commune officials provided specific guidance, and procedures were processed faster than before. People feel more secure and confident when coming to do business."
Despite the achievements, Chiềng Mung commune still faces some difficulties regarding infrastructure, workload, and the need to improve the capacity of its officials and civil servants. With strong political determination, the Party Committee and the commune government are focusing on overcoming limitations, perfecting the administrative apparatus, improving the quality of operations, and aiming to build an effective, efficient, and people-oriented grassroots government that serves the people even better.
