* Question: A student at a teacher training college whose permanent residence is in a village/hamlet in an area with particularly difficult socio -economic conditions, is he/she eligible for tuition fee exemptions/reductions and financial assistance for their studies? – Pham Thi Ha (phamha***@gmail.com).
* Answer: Clause 4, Article 17 of Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fee policies, exemptions, reductions, tuition fee support, learning cost support, and service prices in the field of education and training, stipulates that the subjects eligible for learning cost support include: Preschool children, primary and secondary school students, and trainees studying at continuing education institutions following the general education program, where the child and their father or mother or guardian (in case of living with a guardian) have permanent residence and are studying at an educational institution in a particularly difficult village/hamlet, a commune in Area III of ethnic minority and mountainous regions, or a particularly difficult commune in coastal and island areas as prescribed by competent authorities, or studying at an educational institution in another area as prescribed by the locality in the case of a particularly difficult village/hamlet, a commune in Area III of ethnic minority and mountainous regions, or a particularly difficult commune. Coastal and island areas face difficulties due to the lack of educational facilities.
Therefore, based on the regulations mentioned above, the case of a teacher training student as described in your letter does not qualify for tuition fee support. Point c, Clause 1, Article 16 of Decree No. 238/2025/ND-CP stipulates that the subjects eligible for a 70% tuition fee reduction include:
Students in vocational education institutions and higher education institutions who are ethnic minorities (excluding those from very small ethnic minority groups) and whose parents or guardians reside in particularly disadvantaged villages/hamlets, communes in Zone III of ethnic minority and mountainous areas, or particularly disadvantaged communes in coastal and island areas as defined by competent authorities.
Please review and compare your case with the regulations mentioned above. If the student meets the eligibility criteria, they are entitled to a 70% tuition fee reduction as stipulated in Decree No. 238/2025/ND-CP.
In addition, the Government has issued Decree No. 116/2020/ND-CP dated September 25, 2020, which amends and supplements several articles of Decree No. 60/2025/ND-CP dated March 3, 2025, stipulating policies to support tuition fees and living expenses for teacher training students.
Accordingly, teacher training students at educational institutions will receive full tuition support from the State, equivalent to the tuition fee charged by the teacher training institution where they study, and support for monthly living expenses during their studies. The procedures and levels of support are specified in detail in Decree No. 116/2020/ND-CP.
