Government Decree No. 238/2025/ND-CP dated September 3, 2025, regulating tuition fees, exemptions, reductions, and support for tuition fees, support for learning costs, and service prices in the field of education and training, does not stipulate a mechanism for reimbursing training costs for students who are currently receiving tuition fee exemptions and wish to withdraw from their studies.
Therefore, in the case of students who are eligible for a 70% tuition fee reduction, there is no requirement to reimburse the subsidized amount upon withdrawal from their studies.

Clause 5 of Article 19 of Decree No. 238/2025/ND-CP stipulates: “Tuition fee exemptions, reductions, and support shall not apply to cases where individuals are receiving salaries or living allowances while studying, or to postgraduate and doctoral students (except for those specified in Clauses 9 and 11 of Article 15 and Point b, Clause 3 of Article 16 of this Decree).”
Therefore, except for the subjects specified in Clauses 9 and 11 of Article 15 and Point b, Clause 3 of Article 16 of Decree No. 238/2025/ND-CP, students who are either receiving a salary or receiving a living allowance while studying are not eligible for tuition fee exemption or reduction policies.
Clause 6, Article 19 of Decree No. 238/2025/ND-CP stipulates: “The tuition fee exemption, reduction, and support scheme shall not apply to learners who have already received such benefits at one vocational education institution or higher education institution and are now continuing their studies at another vocational education institution or higher education institution of the same level and training qualification.”
If a student is eligible for tuition fee exemption or reduction and is studying at multiple educational institutions or multiple faculties/majors within the same educational institution, they are only entitled to one tuition fee exemption or reduction.
Please compare your situation with the regulations above; if you meet the conditions, you will be eligible for tuition fee exemption or reduction.
