Tuition policy, exemption, reduction, and tuition support

I am an ethnic minority in Region 1, so I received a 70% reduction in tuition fees. After a year of studying, I found the major unsuitable, so I want to quit school to take the entrance exam to another school. Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government regulating policies on tuition fees, exemption, reduction, tuition support, study cost support and service prices in the field of education and training does not stipulate a mechanism for reimbursement of training costs for cases where students who are enjoying tuition exemption apply to drop out of school.

Therefore, in the case of students who enjoy a 70% tuition reduction policy, there is no provision for refunding the supported funds when they leave school.

Clause 5, Article 19 of Decree No. 238/2025/ND-CP stipulates: “Tuition exemption, reduction, or support shall not be applied to those who are receiving salary or living expenses while studying, or to graduate students or doctoral students (except for those specified in Clause 9, Clause 11, Article 15 and Point b, Clause 3, Article 16 of this Decree)”.

Thus, except for the subjects specified in Clause 9, Clause 11, Article 15 and Point b, Clause 3, Article 16 of Decree No. 238/2025/ND-CP, students who fall into one of two cases: receiving salary or receiving living expenses while studying are not entitled to tuition exemption or reduction policies.

Clause 6, Article 19 of Decree No. 238/2025/ND-CP stipulates: “The tuition fee exemption, reduction, and support regime shall not apply to learners who have enjoyed this regime at a vocational education institution or university, and now continue to study at another vocational education institution or university at the same level and training level.

If a student is eligible for tuition exemption or reduction and studies at many educational institutions or at many faculties or majors in the same educational institution, he/she will only enjoy one tuition exemption or reduction regime.
