The role of a "midwife"
With support from the funding stipulated in Resolution 23 dated July 22, 2021, of the Provincial People's Council, mountainous localities have focused on effectively implementing the work of arranging and stabilizing the population.
For example, in Bac Tra My district, from 2021 to 2024, the provincial government allocated 45.5 billion VND; the district People's Committee arranged and stabilized the lives of 481 households (reaching 70.2%).
According to Ms. Le Thi Thu Van, Vice Chairwoman of the People's Council of Bac Tra My district, the implementation of Resolution 23 has helped people in the disaster-stricken areas of the district to have stable long-term housing, feel secure in their production and lives.
In Tay Giang, according to Mr. Bhling Mia, Secretary of the District Party Committee, Resolution 23, along with related policies on economic development, infrastructure, and support in the fields of health, education, culture, and social welfare, has proven effective, contributing to the exploitation of local potential and strengths, and promoting socio-economic development.
As a result, all 10 communes now have automobile access to their centers, 98% of rural roads have been concreted; over 95% of households have access to the national power grid; and 125 resettlement sites have been leveled to provide stable housing for more than 5,000 households in the area.
According to local assessments, the resolutions issued by the Provincial People's Council since the beginning of the 2021-2026 term have been effective in the tourist city of Hoi An, creating a legal framework for state management and administration in the tourism sector.
Among these, the effectiveness of implementing Resolution No. 18 of the Provincial People's Council, which stipulates the continued reduction of entrance fees to some tourist attractions in the province and the level of support for tourism recovery and development affected by the COVID-19 pandemic, should be mentioned.
With funding of 4.3 billion VND from the above policies, Hoi An City organized a series of communication, promotion, and tourism stimulus events in 2022 and 2023, especially activities related to the National Tourism Year - Quang Nam 2022.
In addition, 19 historical sites included in the Hoi An ancient town's tourist ticket area received 780 million VND in support; and nearly 50.5 billion VND was provided to reduce entrance fees by 50% at destinations such as the ancient town, Cham Island, and Bay Mau coconut forest...
Mr. Nguyen Van Vinh, Vice Chairman of the Hoi An City People's Council, said that Resolution 18 of the Provincial People's Council is only valid until December 31, 2022, but it has created momentum for the city to recover and promote effective tourism development, gradually regaining growth momentum for the following years. It is estimated that the city earns approximately 1 billion VND per day from entrance ticket sales.
"Do not include any content that does not meet quality standards in the session's agenda."
The Standing Committees of the People's Councils at all levels need to enhance their role and responsibility in leading, directing, and coordinating the activities of the People's Council committees and relevant agencies and units in preparing for and organizing the sessions; resolutely rejecting any content that does not meet quality standards from the session agenda. Discussion and questioning activities at the sessions should be given attention, promoting the role of elected representatives, focusing on difficult issues and those of concern to voters that impact the socio-economic development of the locality, in order to find timely solutions; avoiding shirking or passing on responsibility, and instead leveraging collective intelligence and the role of each individual elected representative.

Avoid resolutions that are "without legs."
Based on the resolution of the Provincial People's Council, many localities have flexibly applied and integrated district-level funding to implement the plan more effectively.
In Duy Xuyen, Mr. Nguyen Thanh Son - Vice Chairman of the District People's Council - shared that, in implementing Resolution No. 13 of the Provincial People's Council on supporting the elimination of temporary and dilapidated houses, the District People's Council issued a resolution to provide additional support from the district budget. Accordingly, the district supports 40 million VND for newly built houses (totaling 100 million VND); in the case of repairs, an additional 10 million VND is provided.
"The resolutions issued have had a positive impact on people's lives, receiving high levels of agreement and support; gradually building a foundation for Duy Xuyen to strive to become a town after 2030," Mr. Son said.
After reviewing the implementation of 372 mechanisms and policies issued during this term, the Standing Committee of the Provincial People's Council assessed that they have basically been effective, had a significant impact on socio-economic development, and created a legal framework to ensure state administration and management.
Furthermore, these mechanisms also increase resources to support production development, unleash the potential and advantages of localities; resolve obstacles arising from real-life situations; and contribute to overcoming difficulties for people and businesses.
"Based on the experience gained from issuing resolutions in the past period, the Provincial People's Council will coordinate more effectively with specialized departments in developing mechanisms and policies; in particular, focusing resources on bringing resolutions into practice. We must avoid the situation where resolutions are issued without foundations, remaining dormant on paper due to a lack of resources for implementation," emphasized Mr. Nguyen Cong Thanh, Vice Chairman of the Provincial People's Council.
