Since the issuance of Circular 24/2023/TT-BCA by the Ministry of Public Security, which regulates the issuance and revocation of registration and license plates for motor vehicles (Circular 24, effective from August 15, 2023), the market for "attractive" license plates has become vibrant.

Carp transforms into a phoenix.

In recent days, the market for desirable license plates has been highly sought after. The hunt for low-value vehicles with attractive license plates has inadvertently transformed a small carp into a phoenix. Circular 24 stipulates that after August 15th, vehicle license plates will become identification plates, and people can use them on any vehicle.

Therefore, many low-value cars (5-50 million VND/each) that previously had auspicious license plates such as four identical digits (like 9999), five identical digits (99999), five identical digits (56789), three identical digits (33999), three identical digits (999), lucky numbers (68), lucky numbers (79)... are sought after by many "brokers" who buy and resell them at exorbitant prices.

After the circular comes into effect, people will buy high-value vehicles and transfer attractive license plates to them. If these license plates are attached to high-value vehicles such as Honda SH, Piaggio Vespa DIO, Yamaha YaZ, Suzuki Satria, etc., the vehicle's value will increase 3-5 times.

Many car dealerships selling vehicles with desirable license plates are worried about losses after Circular 24 comes into effect.

Since the circular was issued, Mr. Dao Van Tuan (residing in District 1, Ho Chi Minh City) said: "Low-value vehicles with attractive license plates are being offered at very high prices. For example, a nearly 30-year-old Wave motorbike with a Ho Chi Minh City license plate featuring five consecutive 2s is being offered for over 450 million VND."

Recently, a Vario motorbike worth over 60 million VND, which had just received a license plate with five consecutive 3s from Ho Chi Minh City, sold for nearly 500 million VND. Even lower-value cars with attractive license plates are selling at exorbitant prices. According to many sellers, at the moment, customers only care about the license plate, not the value of the vehicle itself.

Besides those hunting for used cars, many shops and dealers are buying up high-value vehicles with attractive license plates, leaving collectors of cars with desirable license plates in a state of anxiety. NVS, a shop owner in District 6 (Ho Chi Minh City) who has been in the business of selling cars with desirable license plates for over 20 years, said that after Circular 24 was issued, many car dealerships were caught off guard.

After August 15th, these license plates will become unique identification plates that cannot be bought, sold, or transferred. Roughly speaking, if more than 10 cars with desirable license plates remain unsold after August 15th, the total loss would be around 2-3 billion VND. Similarly, car dealerships with high-value cars and desirable license plates will find it even harder to sell them.

Being a nominee holder could lead to traffic violations.

Circular 24 stipulates that organizations and individuals who violate traffic order and safety but fail to comply with administrative penalties in the field of traffic will not be allowed to register their vehicles; only after complying with the administrative penalty decision in the field of traffic will they be allowed to register their vehicles.

According to a vehicle registration officer, people driving vehicles that are not registered in their name freely violate traffic laws, while the original owner will "naturally" receive numerous traffic tickets without knowing how to handle the situation.

However, Circular 24 also stipulates the procedures for transferring vehicle ownership for vehicles that have been transferred through multiple organizations and individuals. Citizens should go to the agency currently managing the vehicle registration file to complete the procedures for revoking the registration and transferring ownership at the vehicle registration agency in their place of residence.

I believe Circular 24 needs to be more convenient, such as allowing citizens to simply go to the agency in their place of residence to complete the procedures, and the agency would send a verification letter and process the revocation of the vehicle registration for vehicles not registered in their name.

In addition, Circular 24 stipulates that vehicle owners must retain their vehicle registration certificate and license plates and submit them to the registration authority for revocation procedures. According to the circular, citizens have the right to register their vehicles at their temporary residence.

However, if a license plate has been revoked in Ho Chi Minh City but the owner moves to another province and registers the vehicle elsewhere, the registration authority will issue a new identification license plate. Therefore, the identification license plate currently held by Ho Chi Minh City will be canceled, which would be wasteful.

Furthermore, the circular stipulates that the certificate confirming the winning license plate is issued by the Traffic Police Department and must still be valid; if it has expired, an additional renewal certificate issued by the Traffic Police Department is required. Why aren't the identification license plates uploaded to the system, forcing citizens to bring their own documents and reapply, which is very time-consuming?

According to a representative from the Road and Rail Traffic Police Department of Ho Chi Minh City Police, the unit's teams are currently conducting training on vehicle registration regulations under Circular 24 from July 13th to August 11th for registration officers in Ho Chi Minh City.

In addition, officers were also instructed on the procedures for electronic vehicle registration according to this circular. If any difficulties or obstacles arise during implementation, the unit will compile and report them to the Traffic Police Department for thorough resolution for the public.
