Bustling hunting for used cars with nice license plates

Since Circular 24/2023/TT-BCA issued by the Ministry of Public Security regulating the issuance and revocation of registration and license plates of motor vehicles (Circular 24, effective from August 15, 2023), the market for "beautiful" license plates has become bustling.

Carp turns into phoenix

In recent days, the market for beautiful license plates has been sought after by many people. The hunt for low-value cars with beautiful license plates has unintentionally turned the carp into a phoenix. Circular 24 stipulates that after August 15, license plates will become identification plates and people can use them on any vehicle.

Therefore, many cars with low value from 5-50 million VND/car that previously had beautiful license plates such as four of a kind (like 9999), five of a kind (99999), five of a kind (56789), full house (33999), three of a kind (999), prosperity (68), god of wealth (79)... are hunted by many "brokers" to buy and resell at sky-high prices.

After the circular takes effect, people will buy high-value cars and transfer them to nice license plates. If this license plate is attached to a high-value car such as Honda SH, Piaggio Vespa DIO, Yamaha YaZ, Suzuki Satria… then the car will increase in value 3-5 times.

Many shops selling cars with nice license plates are worried about losses after Circular 24 takes effect.

Since the circular was issued, Mr. Dao Van Tuan (living in District 1, Ho Chi Minh City) said: "Low-value vehicles with beautiful license plates are being offered for very high prices. For example, a Wave motorbike that is nearly 30 years old with a Ho Chi Minh City license plate of five 2s is being offered for more than 450 million VND.

Recently, a Vario motorbike worth over 60 million VND with a newly stamped license plate number of five 3s in Ho Chi Minh City was sold for nearly 500 million VND. Low-value cars with nice license plates were also sold for sky-high prices. According to many sellers, at present, customers only buy license plates and do not care about the value of the car.

Besides those who hunt for used cars, many shops and dealers who buy high-value cars are installing nice license plates, car collectors with nice license plates are sitting on hot coals. Having been in the car business with nice license plates for more than 20 years, Mr. NVS, a shop owner in District 6 (HCMC) said that after Circular 24 was issued, many car shops were unable to react in time.

After August 15, these license plates become identification plates that cannot be bought, sold or transferred. Roughly, if there are just over 10 cars with nice license plates that cannot be sold after August 15, they will lose about 2-3 billion VND. Similarly, car dealerships with high-value cars with nice license plates will have a harder time selling them.

Stand in someone else's name, beware of traffic violations.

Circular 24 stipulates that organizations and individuals who violate traffic order and safety without complying with decisions on administrative sanctions for traffic violations will not have their vehicle registration processed; they will only be able to register their vehicles after they have complied with the decisions on administrative sanctions for traffic violations.

According to a vehicle registration officer, people who drive vehicles without their owners' names freely violate traffic laws, while old vehicle owners will "naturally" receive many traffic tickets without knowing how to handle them.

However, Circular 24 also has regulations on handling vehicle registration transfer for vehicles that have transferred ownership to many organizations and individuals. People go to the agency that is managing the vehicle registration file to complete the procedures for revocation and vehicle registration transfer at the vehicle registration agency where they reside.

I think Circular 24 needs to create more favorable conditions, such as people only need to go to the agency at their place of residence to do the procedures, this agency will send a verification document and do the recall procedure for vehicles that are not in their owner's name.

In addition, Circular 24 stipulates that vehicle owners must retain the vehicle registration certificate and license plate and submit them to the registration authority for revocation procedures. According to the provisions of the circular, people have the right to register their vehicles at their temporary residence.

However, if the license plate has been revoked in Ho Chi Minh City but the person moves to another province and registers the vehicle in another locality, the registration agency will issue a new identification plate. Therefore, the identification plate currently held by Ho Chi Minh City will be canceled, which will be wasteful.

In addition, the circular stipulates that the certificate of the winning license plate issued by the Traffic Police Department must be valid; if it is expired, there must be an additional certificate of extension issued by the Traffic Police Department. Why is the identification plate not uploaded to the system but people are forced to bring the confirmation papers and have to reapply for it, which is very time-consuming?

A representative of the Road and Railway Traffic Police Department, Ho Chi Minh City Police, said that the unit's teams are currently training on vehicle registration regulations according to Circular 24 from July 13 to August 11 for registration officers in Ho Chi Minh City.

In addition, officers are also guided on electronic registration procedures for vehicle registration according to this circular. If there are any difficulties or problems during the implementation process, the unit will summarize and report to the Traffic Police Department for a thorough handling and resolution for the people.
