Circus artists Quoc Co and Quoc Nghiep have issued an apology after their controversial incident of riding a motorbike while balancing on their heads without helmets in a promotional clip.
This is the first time the two brothers have spoken out after a week since the incident. Quoc Co and Quoc Nghiep said that although the investigating agency has concluded that this is not a criminal matter, they still feel very guilty for causing concern to the audience.

Previously, a promotional video of brothers Quoc Co and Quoc Nghiep riding a motorbike while balancing on their heads without helmets caused a public uproar. Immediately afterward, the Thu Duc City Police (Ho Chi Minh City) conducted an investigation and determined that the incident was a commercial shoot.

The clip was filmed in a fenced-off area with security guards preventing unauthorized access, a medical team was present, and accident insurance was provided for the entire production team and actors. The released clip also clearly stated the warning: "Performed by professional artists in a controlled area. Please do not attempt to imitate this in any way."
Therefore, the Thu Duc Police determined that there was insufficient legal basis to apply the provisions of Clause 4, Article 8 of the Advertising Law regarding advertising that affects urban aesthetics, traffic safety, and social security.
On October 26th, the Ho Chi Minh City Department of Culture and Sports announced that it would be working with artists Quoc Co and Quoc Nghiep regarding the use of images depicting them riding motorcycles while balancing on their heads without helmets, which negatively impacts public awareness and compliance with the law.
The Ho Chi Minh City Department of Culture and Sports stated that appropriate action will be taken after the conclusions of the relevant authorities are reached.
