On the evening of October 25th, the Thu Duc City Police (Ho Chi Minh City) released information regarding the video of circus artists Quoc Co and Quoc Nghiep balancing on each other while riding a motorbike, which caused a stir in public opinion.
Accordingly, around September 2023, the two circus artists Quoc Co and Quoc Nghiep signed a contract with Hanh Phuc ViNa Company to participate in filming a commercial for DAT bike company to advertise the Quantum electric bike model, which was scheduled to be launched at the end of 2023.

The location where the two circus artists performed was a section of road within a residential complex managed by the investor, Thuan Viet Company, located in Ward 7, An Khanh Commune, Thu Duc City, Ho Chi Minh City.
Regarding the advertising clip featuring Quoc Co and Quoc Nghiep performing a headstand while riding a motorbike, the Thu Duc City Police have summoned individuals and organizations involved to the police station to clarify several issues related to the filming, editing, and posting of the clip on social media platforms.
Through their investigation, the Thu Duc City Police initially determined that the incident involving Quoc Co and Quoc Nghiep performing a wheelie on an electric motorbike was fundamentally different from the incident involving model Ngoc Trinh performing a motorcycle stunt on a public road.
This is an advertisement for DAT bike's new electric bike model (Quantum), which took place on September 25, 2023 (rehearsal) and September 28, 2023 (official launch). It was a project undertaken by multiple organizations and individuals, with each organization and individual assigned a specific role and responsibility as clearly defined in the signed contract.
The filming location is Duong Lam road, the section from An Cu road to Luu Dinh Le road, part of the Thuan Viet apartment complex project (An Khanh ward, Thu Duc city). This road is not yet connected to the road network and is blocked off to prevent vehicle traffic. The advertising company obtained permission from and received approval from the representative of Thuan Viet company.
During filming, the production team includes creative, production, technical, logistical, and acting personnel, equipment, vehicles, safety guards, stunt doubles, and the filming area is fenced off and guarded to prevent unauthorized persons from entering the filming area; there is a medical team; and accident insurance is provided for the entire production team and actors.
On October 21st, after DAT bike company uploaded a post-production video clip to its YouTube channel, using special effects to remove equipment, vehicles, and safety personnel, leaving only images of the two performers Quoc Co and Quoc Nghiep driving the bike while performing the head-balancing stunt, it sparked mixed reactions on social media.
The video clearly states the warning: "Performed by professional artists in a controlled environment. Please do not attempt to imitate in any way."
After being summoned by the Thu Duc City Police, DAT bike Company voluntarily "temporarily blocked" the video clip; all relevant organizations and individuals cooperated, providing documents and contracts related to the advertising project, and collaborated with the Thu Duc City Police to clarify and resolve the case.
The Thu Duc City Police determined that this was an administrative matter with no signs of criminal activity. Verification revealed that the area where the filming took place is a road not yet connected to the national road network, and therefore not subject to the regulations of the Road Traffic Law.
During the investigation process involving relevant organizations and individuals, if the police discover violations in other areas, they will recommend that the competent authorities handle them according to regulations.
