Following VTCNews' report about four households in residential area No. 2, Xuan Phuong ward (Nam Tu Liem district, Hanoi ) having to be urgently relocated due to cracks, tilting, and subsidence in their houses caused by the excavation of the basement foundation for a project by the Federation of Radioactive and Rare Earth Geology, the unit's leadership has acknowledged partial responsibility.

Speaking to VTC News, Mr. Nguyen Dac Son, Deputy Head of the Federation of Radioactive and Rare Earth Geology, said that the project to build the technical infrastructure of the Federation of Radioactive and Rare Earth Geology was directly assigned to the Federation as the investor by the Ministry of Natural Resources and Environment and the General Department of Geology and Minerals of Vietnam, with a public investment capital of 99 billion VND.

Mr. Son stated that on March 23rd, the contractor began mass pile driving. Three days later, on March 26th, the construction work impacted several nearby houses. Some houses showed signs of cracking and damage, so construction had to be temporarily halted.

At this point, the construction unit considered the option of driving piles around the construction site to minimize the impact on neighboring households.

Long cracks run along the interior walls of the homes of four families severely affected by the construction work being carried out on the basement foundation for the construction of the technical infrastructure of the Federation of Radioactive and Rare Earth Geology.

Mr. Nguyen Dac Son assessed that pile driving has many impacts on surrounding houses. Besides the deep pile driving, he believes that people digging foundations for their houses, farming, and building "overlapping" structures also affect the project.

“To date, the Federation has held seven meetings to work with the people, including the People's Committee of the ward and the residential group, so it's not like we haven't done anything. By the end of August, after many meetings to resolve the issues, the people agreed to allow construction to continue.”

The investor committed that after the basement is stabilized, they will invite insurance and appraisal companies to conduct a detailed assessment of each household, thereby evaluating the current impact on each house and then proposing solutions for each household. All the meeting minutes are clear, and we are very open to feedback,” Mr. Son said.

According to the Deputy Head of the Federation of Radioactive and Rare Earth Geology, after a five-month suspension, construction of the basement began on August 30th, but the rain affected some households.

The excavation of the basement foundation caused landslides, creating a geological slip zone, resulting in cracks, tilting, subsidence, and horizontal displacement in houses adjacent to the construction site. Therefore, construction was temporarily halted on August 25th.

Immediately afterwards, the Urban Construction Order Team of Nam Tu Liem District and representatives of the Xuan Phuong Ward People's Committee inspected the site, drew up a report, and unanimously requested the Federation to stop construction until now.

"We, representing the investor, project management board, contractor, and supervisory unit, have worked with local authorities and affected residents to agree on the next steps and measures."

"Initially, after four families whose houses were deemed unsafe and at high risk of collapse had to relocate, we agreed on a plan to support them with three months' rent and one month's deposit. Specifically, large families will receive 17 million VND per month. A family with only a husband and wife will receive 7 million VND per month in rent," Mr. Son said.

According to the investor's representative, on both occasions when incidents occurred, the unit reported the situation and the progress of the resolution to the Ministry of Natural Resources and Environment and the General Department of Geology and Minerals of Vietnam. Concerned about the risk of residential buildings collapsing, the investor requested the contractor to urgently implement measures to prevent tilting.

“Last weekend, we collected data and invited a verification unit to assess whether the methodology was adequate. From September 1st until now, the contractor has hired an independent unit to monitor the impact on houses, with measurements taken every three days using a machine. We have formed a team that visits households daily to check the condition of cracks and see if there are any impacts,” Mr. Son said.

Regarding the residents' request to invite an independent assessment unit to evaluate the extent of damage to neighboring households and agree on a repair plan to restore the original condition before continuing construction, Mr. Son said that the investor will invite an assessment unit for each house to reach an agreement with the residents on the remediation plan.

Another representative of the developer said: “We know that the lives of many residents have been disrupted and affected. We have a responsibility to the residents' homes and will find the best possible solutions, based on sound scientific principles, to ensure the project is completed safely for everyone to move in. At this point, we are no longer considering profit or deadlines, but only how to ensure safety.”

Regarding future solutions, Mr. Nguyen Dac Son further informed that the unit will organize a workshop with the participation of experts to provide feedback to the contractor, thereby developing a scientifically sound plan.

Mr. Son emphasized: "Everyone involved in construction wants things to go smoothly, but the responsibility lies with all relevant parties, including the investor, project management board, supervisors, and contractors. If anything goes wrong, we require all four parties to sit down with us, and even the insurance company is responsible."
