
One morning in early March 2026, at a food stall in Lao Dong village, Loc Binh commune, Ms. Nguyen Thi Thom was selling goods while talking about registering for voluntary social insurance and considering it a useful investment for the future. Ms. Thom shared: "Initially, I was hesitant because I thought that with my small business and unstable income, I wouldn't participate. After receiving direct advice and explanations from social insurance officials and post office staff about the benefits of participating in voluntary social insurance, such as a pension in old age, health insurance benefits after retirement, death benefits for dependents, etc., and the contribution level being suitable for my income, I decided to register."
Ms. Thom's story is one of many cases where people in the area have accessed voluntary social insurance policies through accessible and flexible communication methods. According to the Loc Binh local social insurance agency, by the end of 2025, the entire area under its management (11 communes: Loc Binh, Na Duong, Loi Bac, Xuan Duong, Thong Nhat, Mau Son, Khuat Xa, Dinh Lap, Chau Son, Thai Binh , Kien Moc) will have 2,307 people participating in voluntary social insurance, an increase of 246 people compared to 2024. Revenue will reach nearly 17 billion VND, an increase of 4.3 billion VND compared to 2024 – this is the highest increase in the local social insurance system in the entire province. From the beginning of 2026 until now, the agency has added 11 more people participating in voluntary social insurance.
To achieve these results, the Loc Binh branch of the Social Insurance agency has strengthened communication efforts to bring policies closer to the people. Specifically in 2025, the unit coordinated and organized 5 awareness conferences with nearly 100 attendees, 17 small group communication sessions with 80 participants, and regularly shared information and policies on its Facebook fan page to make them easily accessible to the public.
One of the most effective coordinating forces in this work is the postal system. Mr. Dao Trung Kien, a sales employee at Loc Binh Post Office, said: "We always cooperate closely with Social Insurance officials. We not only coordinate the organization of awareness conferences at the grassroots level but also work with Social Insurance officials to form small groups to go to each residential area, business household, and individual home to provide direct advice, clearly explaining the humane nature of the policy, benefits, contribution levels, and government support policies so that people understand and participate."
In addition to focusing on self-employed workers, the Loc Binh local Social Insurance agency also prioritizes individual business households that are registered and declare taxes. In 2025, the unit organized working groups to directly visit business households to promote and encourage participation. As a result, 75 out of a total of 86 households targeted for participation joined, contributing to expanding social insurance coverage in the area.
Simultaneously, the Social Insurance agency also coordinated with the tax authorities and local governments to review the list of operating businesses and cooperatives to encourage their employees to participate in compulsory social insurance. As a result, by the end of 2025, the entire area had 6,698 people participating in compulsory social insurance, an increase of 447 people compared to 2024. From the beginning of 2026 to the present, the Loc Binh Social Insurance branch has added 132 more people participating in compulsory social insurance, bringing the total number of participants to 7,607 people, reaching 92.53% of the plan assigned for 2026 (8,221 people).
Mr. Lam Van Bo, Deputy Director of the Loc Binh branch of the Social Insurance agency, said: In the coming time, the unit will continue to promote propaganda work and strengthen the application of information technology and social networks to spread social insurance policies to the people; continue to review businesses, cooperatives, and individual business households that employ workers in order to expand the number of people participating in compulsory social insurance.
With the results achieved, the Loc Binh Social Insurance branch is recognized as a model unit and a shining example in the work of developing the number of insurance participants. In 2025, the unit was awarded a certificate of commendation by the Director of the Provincial Social Insurance for "outstanding achievements in the emulation movement in 2025".
