Following the issuance of Government Decree No. 185/2026/ND-CP dated May 26, 2026, on regulations governing the organization and operation of villages and residential areas, and policies for part-time officials in villages and residential areas, the Thang Dien Commune Party Committee organized a conference at the end of May to implement directives, decrees, and documents regarding the arrangement of villages and residential areas, and the placement, utilization, and policies for part-time officials in the locality.
Regarding village reorganization, Thang Dien commune has developed three proposed plans. Plan 1 maintains the current 22 villages; Plan 2 reorganizes according to the criterion that each village has 450 households or more; and Plan 3 reorganizes each village to have 700 households or more.
These options were carefully considered and discussed by the local authorities in a democratic manner, leading to a consensus before being submitted to the competent authority for review and approval. On June 3, 2026, the People's Committee of Thang Dien commune submitted a report to the Department of Internal Affairs regarding the proposed plan for rearranging villages in the area. In this plan, the locality will retain 2 villages and merge 20 villages into 10. Thus, after the rearrangement, Thang Dien commune will have 12 villages, a reduction of 10 villages.
Many locals shared the view that merging villages would increase the number of households, reducing the number of administrative units and overcoming the fragmentation in local administration.
The effectiveness of village reorganization also contributes to optimizing public resources and saving operating costs; creating room for more investment in essential infrastructure, especially infrastructure serving agricultural economic development with the abundant land resources that Thang Dien possesses.
Mr. Ngo Tan Co, Secretary of the Truong An village Party branch, said that the grassroots level fully agrees with the current village merger plan of Thang Dien commune. "Now, rearranging villages and residential areas, and assigning young people with the necessary professional qualifications and ethics to positions at the village level is reasonable," Mr. Co shared.
According to Ms. Nguyen Pham Minh Tri, Vice Chairman of the People's Committee of Thang Dien commune, after the plan for rearranging villages in the commune is approved by the higher authorities, the locality will organize three conferences in three areas to gather opinions on the names of the new villages after the merger, with the aim of naming them in conjunction with historical and cultural elements.
“Over the past period, Thang Dien commune has intensified information dissemination about the policy of merging villages and hamlets through the public address system, social media platforms, and electronic information websites. Based on the information gathered, both the people and key officials in the villages agree with the policy of streamlining the local administrative apparatus. The ultimate goal is for the socio-economic development of the locality, especially ensuring social security, improving income, and enhancing the material and spiritual lives of the people,” Ms. Tri said.
