- Despite facing many difficulties and challenges, the pilot communes striving to achieve new rural standards by 2026 in the province have proactively and diligently worked to gradually meet the criteria.
According to Plan No. 173/KH-UBND dated May 4, 2026, of the Provincial People's Committee on implementing the National Target Program for building new rural areas, sustainable poverty reduction, and socio -economic development in ethnic minority and mountainous areas in 2026, the entire province strives to have 5 communes achieve new rural area standards, including: Bac Son, Chi Lang, Huu Lung, Loc Binh, and Dinh Lap.

The objectives were specific, but implementation faced many difficulties and challenges. Prominent among these was the delay in issuing guidelines and allocating resources for the program (due to it being the first year of the new phase). Furthermore, the starting point of the pilot communes in the province was low. According to the National Criteria for Building New Rural Areas in the 2026-2030 period, the five pilot communes in the province only met 2-3 criteria each.
In light of this situation, to ensure the progress towards achieving the set goals, the pilot communes have proactively reviewed and implemented a number of appropriate indicators and criteria. Mr. Trinh Minh Tuan, Chairman of the People's Committee of Bac Son commune, said: To fulfill the assigned task of building new rural areas, the Standing Committee of the commune Party Committee has issued a Resolution on strengthening leadership in implementing the national target program for building new rural areas, striving for Bac Son commune to achieve the new rural area standard by 2026; the People's Committee of the commune has issued a Decision to establish a steering committee; and developed a specific plan to implement the program.
While awaiting full guidance from ministries, departments, and the province, the People's Committee of the commune directed relevant units to proactively review and carefully assess the current status of each criterion, closely adhering to the national criteria for building new rural areas in the 2026-2030 period (Through the review, the commune achieved 3 out of 10 criteria and 31 out of 47 indicators according to the new criteria). From there, they selected appropriate indicators and criteria such as transportation, irrigation, and environment to implement first. Specifically, from the beginning of 2026 to the present, people in the commune have paved over 2 km of rural roads; contributed labor to clean and clear irrigation canals; and improved environmental sanitation. Similar to Bac Son commune, while awaiting guidance and resource allocation from higher levels, Dinh Lap commune has proactively promoted propaganda and mobilization to encourage the collective efforts of the people to gradually implement the new rural development targets and criteria. Ms. Vu Thi Huong, Deputy Head of the Economic Department of Dinh Lap commune, said: Through a review, the commune has only achieved 2 out of 10 new rural development criteria according to the set of criteria for the 2026-2030 period. To consolidate the achieved criteria as well as gradually implement the unachieved criteria, from the beginning of 2026 until now, the People's Committee of the commune has directed relevant units to strengthen propaganda, mobilization, and the collective efforts of the people to implement the criteria. As a result, people in the commune have contributed labor and money to renovate 2.2 km of roads; clean 6 km of village roads, and plant nearly 70,000 flowering trees and shade trees…
Along with the two pilot communes mentioned above, while awaiting guidance from higher authorities, the remaining pilot communes have proactively reviewed and assessed the current status of each criterion, thereby developing specific plans to consolidate the criteria already achieved, while gradually implementing the targets and criteria that have not yet been met; balancing and integrating resources to invest in infrastructure construction and production development; strengthening propaganda and mobilization to encourage the joint efforts of the people in implementing the criteria. Specifically, from the beginning of 2026 to the present, people in the five pilot communes have contributed approximately 25,000 man-hours of labor, thereby constructing over 8 km of new rural roads; clearing and cleaning over 100 km of village roads and alleys; and dredging nearly 40 km of irrigation canals…
Besides the proactive efforts of the communes, by mid-June 2026, the system of directives and guidelines from ministries, sectors, and the province is nearing completion. Therefore, in addition to the efforts of the communes, relevant levels and sectors need to continue to provide timely and prompt attention, support, and guidance. This will help the communes achieve the goals and tasks of building new rural areas in 2026 as planned.
