Chairman Nguyen Van Duoc: 'Making a project to reorganize Ho Chi Minh City's state-owned enterprises into corporations'

On the morning of May 16, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung chaired a meeting to resolve difficulties and problems and consider solutions to improve the operations of state-owned enterprises under the Ho Chi Minh City People's Committee.

The corporation model is no longer suitable, there must be a group.

Agreeing with the direction of the Chairman of the Ho Chi Minh City People's Committee, Mr. Pham Thiet Hoa - General Director of Saigon Agricultural Corporation - said that at this time, if state-owned enterprises do not change their model, they will constrain themselves.

40-50 years ago, countries began to move to the group model. The current corporation model is only suitable for the private sector.

Therefore, it is necessary to arrange state-owned enterprises according to the group model. Enterprises are linked together to form a new large scale to increase competitiveness, anticipate trends, and create strengths for Ho Chi Minh City to enter a new era.

Deputy Director of the Department of Industry and Trade Le Huynh Minh Tu also said that state-owned enterprises are diverse in many industries but also have overlapping fields. The orientation of merging units and establishing corporations is a necessary model to reorganize state-owned enterprises.

According to Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung, in recent times, the state-owned enterprise system has made positive contributions to the process of stabilizing, building and developing Ho Chi Minh City. However, each stage requires appropriate adjustments and innovations.

Ho Chi Minh City has had many stages of restructuring and equitizing state-owned enterprises, but there are still many problems. Ho Chi Minh City is also actively promoting the restructuring and building of state-owned enterprise restructuring projects according to the Government 's decisions as well as the direction of the Ho Chi Minh City Party Committee. However, the implementation is still slow, and there are still some enterprises that have not completed the restructuring dossiers.

"The Standing Committee of the City Party Committee and the Secretary of the City Party Committee also assigned the goal of restructuring state-owned enterprises. How can Ho Chi Minh City have a name that is known to businesses in Ho Chi Minh City? Ho Chi Minh City must have a big brother. Ho Chi Minh City leaders have assigned departments and branches to review and advise on this matter, but so far they have not been able to determine any name," said Mr. Dung.

Concluding the meeting, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc highly appreciated the role and contribution of state-owned enterprises to each stage of Ho Chi Minh City's development.

Regarding the difficulties and problems raised by businesses, the Chairman of the Ho Chi Minh City People's Committee requested that departments, branches and leaders of Ho Chi Minh City take note and consider solutions.

In addition, the Chairman of the Ho Chi Minh City People's Committee assessed that the city's state-owned enterprise activities have not fully exploited their potential and advantages, and economic efficiency has somewhat decreased. This has objective causes due to many constraints in mechanisms and policies. However, enterprises themselves must also research and find solutions to restructure and effectively use state assets and capital to operate most effectively.

Regarding the reorganization of state-owned enterprises, Mr. Duoc said that this must ensure that the interests of the city and the people come first, avoiding the situation of turning public into private. The reorganization must be effective, not follow trends, and not waste public assets. The apparatus after the reorganization must be stronger, more effective, efficient, and easier to manage.

Mr. Duoc cited Binh Duong province as having Becamex Binh Duong, a large state-owned enterprise, and said that Ho Chi Minh City must also have a branded enterprise. He said that restructuring state-owned enterprises into a group model would be effective.

He assigned the Department of Finance to coordinate with the Institute for Development Studies to develop a project to reorganize state-owned enterprises into a group model, to be completed in September and submitted to all levels in October. The scope of the project must include the new Ho Chi Minh City. The assigned units must work with Binh Duong and Ba Ria - Vung Tau provinces to research and develop the project.

This project must study internal business models, classify and group similar businesses. Mr. Duoc suggested that the group should have a financial company, even a bank, to operate effectively.
