In order to improve the quality of management and administration of state administrative agencies, and to create momentum for achieving socio -economic development targets, the Phu Ninh District Party Committee issued Resolution No. 03-NQ/HU, dated December 31, 2020, on "Promoting State Administrative Reform in Phu Ninh District, 2021-2025" (Resolution No. 03). This is a crucial breakthrough that has yielded many positive results during the term.

Phu Ninh: Focusing on administrative reform Civil servants at the "one-stop" service department of the District People's Committee guide citizens in resolving administrative procedures.

Immediately after Resolution No. 03 was issued, the Party branches and committees under the District Party Committee organized study sessions to disseminate the Resolution to all cadres and Party members. The District People's Committee organized the dissemination and implementation of the Resolution to the heads and deputy heads of departments and agencies; heads of district-level agencies; and chairmen of the People's Committees of communes and towns. Specialized departments and agencies, units, and the People's Committees of communes and towns organized the dissemination and implementation of the Resolution to all cadres, Party members, civil servants, public employees, and workers.

In addition, the District Party Committee and the District People's Committee have issued numerous documents to effectively lead and direct the implementation of Resolution No. 03. 100% of the Party branches, Party committees, agencies, and units under the district have issued plans for the entire period and for each year to implement the Resolution, ensuring specificity and suitability to their functions, tasks, and the actual situation in their localities and units. The inspection and supervision of the implementation of the Resolution have always been a priority for the District Party Committee and the District People's Committee.

With the involvement of the entire political system, administrative reform and government building in the district have seen many positive changes, serving as a driving force for socio-economic development, the construction of new rural areas, and civilized urban areas.

100% of communes and towns have allocated separate offices for the reception and results delivery department . In 10 communes and towns, including Trung Giáp, Phú Lộc, Bình Phú, Phù Ninh, An Đạo, Phú Nham, Tiên Phú, Liên Hoa, Bảo Thanh, and Phong Châu town, a modern one-stop service model has been established.

Implementing a quality management system according to TCVN ISO 9001:2015 standards in all areas of state administrative agencies. 100% of administrative procedures are processed at the Reception and Results Delivery Department from the district level to the grassroots level. The Reception and Results Delivery Department uses electronic one-stop software . The level of satisfaction of individuals and organizations with the state management apparatus reaches over 90%.

The quality of the staff, civil servants, and public employees has improved. 100% of district-level staff, civil servants, and public employees have professional qualifications from university level or higher; 81.9% have political theory qualifications from intermediate level or higher; of which 31.64% have advanced political theory qualifications or equivalent .

In implementing the directives of the Provincial People's Committee on the development of e-government, the one-stop mechanism, and online public services, the District People's Committee has decisively directed specialized departments and the People's Committees of communes and towns to select administrative procedures that meet the conditions for the full-process and partial-process online public service implementation as prescribed. Guidance has been strengthened to help citizens and businesses understand and effectively participate in using online public services. From January 1, 2021, to October 31, 2024, the district and commune levels received 68,806 applications for full-process and partial online public services, reaching 58.44% of the total number of applications received in the district.

Administrative reform efforts in the district have proven effective, creating momentum for socio-economic development and making a significant contribution to improving the efficiency of state administrative agencies.

However, the quality of officials and civil servants in some localities, agencies, and units is still uneven. The exemplary conduct of some officials and civil servants in performing their duties and responsibilities is not high. The implementation of full-process and partial online public services has improved compared to before, but the percentage of online public service applications, especially full-process online public services, is still not high. The infrastructure and equipment in some localities have not been invested in synchronously. The level of access to information technology among a segment of the population is still limited, and the infrastructure does not meet the requirements of the current period.

To continue effectively implementing administrative reform, according to Comrade Nguyen Quang Vinh - Standing Deputy Secretary of the District Party Committee, it is necessary to further strengthen the Party's leadership and the decisive involvement of the entire political system in administrative reform. At the same time, it is crucial to promote the dissemination of information on administrative reform. Emphasis should be placed on applying information technology in administrative operations, management, and work; reviewing administrative procedures to simplify them, ensuring consistency and uniformity, and facilitating the implementation of administrative procedures for organizations and individuals. Attention should also be given to training to improve professional skills and expertise; effectively reorganizing and streamlining the organizational structure of agencies within the political system at all levels to ensure efficient and effective operation in accordance with current regulations and the requirements of the new situation. The "one-stop shop" and "integrated one-stop shop" mechanisms should be implemented effectively in a modern manner, ensuring compliance with regulations and the set of administrative procedures applied in the province. Maintaining and improving the quality management system according to the national standard ISO 9001:2015 in the operations of state administrative agencies contributes to innovating working methods and procedures, and enhancing the quality and efficiency of work. Continuing to invest in building infrastructure and equipment for administrative reform contributes to better serving the people and businesses in the area.
