According to the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 12/QD-TTg dated January 3, 2025, the Ca Mau - Dat Mui expressway is planned to be approximately 90km long with 4 lanes and investment scheduled before 2030.

In accordance with the conclusions of Prime Minister Pham Minh Chinh in Notice No. 563/TB-VPCP dated December 19, 2024, from the Government Office , the People's Committee of Ca Mau province has conducted preliminary research on the investment plan for the construction of the Ca Mau - Dat Mui expressway and discussed with the Ministry of Construction on the preparation for investment in the project.

Preparations underway for investment in the Ca Mau - Dat Mui expressway.

At the working session between the Minister of Construction and the leaders of Ca Mau province on February 14, 2025, the Minister of Construction basically agreed with the province's proposal regarding the early implementation of investment preparation work, route planning, etc., and also commented on the province's request regarding the project's managing agency: "In the event that the Ministry of Construction carries out investment preparation work, the People's Committee of Ca Mau province is requested to report to the Prime Minister for guidance."

Regarding the construction plan: according to preliminary research by the Ca Mau Provincial People's Committee and the results of the working session, the expressway will have its starting point in Ca Mau city (connecting to the North-South Expressway Eastern section, the Hau Giang - Ca Mau component project, currently under construction) and its end point in Ngoc Hien district, Ca Mau province (intersecting with the Ho Chi Minh Highway section from Nam Can to Dat Mui), with an investment scale of 4 lanes (roadbed width Bnền = 24.75 m) according to the National Technical Standard on Expressways QCVN 117:2024/BGTVT. To suit the complex geological characteristics of the area, mainly deep weak soil, difficulties in material supply, and the route passing through aquaculture and marine areas, protective forests, etc., it is planned to study the use of embankment combined with viaducts.

Regarding investment resources, the Ministry of Construction assessed that the road has significant political importance and is of interest to the Party and Government leaders; upon completion, it will connect the southernmost point of the country - Ca Mau Cape - with Ca Mau city and the rest of the country; the project area does not yet have many industrial zones or urban areas, and socio-economic conditions are still challenging, so studying investment in the form of public investment is appropriate.

In Notice No. 563/TB-VPCP dated December 19, 2024, the Prime Minister directed "Ca Mau province to allocate local budget funds to carry out land clearance work." However, the People's Committee of Ca Mau province reported that the province is still facing significant difficulties and cannot balance its budget while focusing on implementing many key tasks... Allocating the entire land clearance budget from the local budget would create significant pressure on the provincial budget, leading to difficulties for the locality in balancing resources for socio-economic development. Therefore, the province requested maximum support from the central government budget for land clearance work.

Regarding this matter, the Ministry of Construction proposes that the Prime Minister consider assigning the Ministry of Finance to take the lead in balancing and allocating funds from the increased central government budget revenue in 2024, combined with other legitimate sources of funding, and report to the competent authority for consideration and decision.

Utilizing public investment funds

Regarding the investment process: according to the approved plan, the Ca Mau - Dat Mui expressway is scheduled for investment before 2030; in Notice No. 563/TB-VPCP dated December 19, 2024, the Prime Minister directed that "strive to commence construction in 2025". At the same time, during his visit and working session with the Executive Committee of the Ca Mau Provincial Party Committee, General Secretary To Lam concluded by directing "relevant agencies to resolve, within their authority and in accordance with the law, with the spirit of creating the most favorable conditions for Ca Mau's development" regarding the province's proposal to implement the Ca Mau - Dat Mui expressway investment in the 2026-2030 period.

Regarding the project's managing agency: Clause 2, Article 4 of Government Decree No. 165/2024/ND-CP dated December 26, 2024, stipulates that "Expressways are managed by the Ministry of Transport (now the Ministry of Construction); other cases are decided by the Prime Minister." For this project, in Notice No. 563/TB-VPCP dated December 19, 2024, the Prime Minister directed that "the People's Committee of Ca Mau province be assigned to manage the project investment in accordance with the law."

To date, in document No. 1325/UBND-XD dated February 25, 2025, the People's Committee of Ca Mau province has requested the Prime Minister to consider assigning the Ministry of Construction to carry out the task of preparing the investment and researching a construction plan suitable to the specific conditions of the project.

According to the plan, the Ca Mau - Dat Mui expressway will run parallel to National Highway 1 and the Ho Chi Minh Highway to Rach Goc town, then to Dat Mui (Ngoc Hien district). This planning direction aims to take advantage of the potential for the future formation and effective development of the Hon Khoai integrated seaport.

Along with the East-West arterial routes, the Ca Mau - Dat Mui expressway will be a pillar for the development of the marine economy, exploiting the potential and strengths of the southernmost point of the country, and ensuring national defense and security.
