Minister of Industry and Trade Nguyen Hong Dien has just signed a Decision stipulating the functions, tasks, powers, and organizational structure of the Import-Export Department.
On February 28, 2025, Minister of Industry and Trade Nguyen Hong Dien signed Decision No. 523/QD-BCT stipulating the functions, tasks, powers, and organizational structure of the Import-Export Department.

Among the Decisions stipulating the functions, tasks, powers, and organizational structure of units under the Ministry issued on the same day, in Decision No. 523 QD-BCT, Minister of Industry and Trade Nguyen Hong Dien stipulated the functions, tasks, powers, and organizational structure of the Import-Export Department.
Regarding location and function
The Import-Export Department is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister of Industry and Trade in state management and organizing the implementation of laws on the export and import of goods, border trade, origin of goods, logistics services, temporary import for re-export, temporary export for re-import, transshipment, transit, agency for buying, selling, and processing goods with foreign countries within the scope of state management of the Ministry of Industry and Trade as prescribed by law and the delegation and authorization of the Minister of Industry and Trade.
The Import-Export Department has legal personality, its own seal and bank account as prescribed by law, and its operating budget is funded by the state budget and other sources as prescribed by law.

Regarding duties and powers
1. To submit to the Minister for approval and promulgation, or to submit to competent authorities for approval and promulgation, legal documents, projects, strategies, mechanisms, and policies on export, import, border trade, origin of goods, logistics services, agency for buying, selling, and processing goods with foreign countries, temporary import for re-export, temporary export for re-import, transshipment, transit of goods within the country, and export and import services.
2. To organize the implementation of legal documents, strategies, projects, mechanisms, and policies on export, import, border trade, origin of goods, logistics services, agency for buying, selling, and processing goods with foreign countries, temporary import for re-export, temporary export for re-import, transshipment, transit of goods and export and import services after they have been approved or promulgated.
3. To issue, within its authority, professional and technical guidance documents on export and import activities, border trade, origin of goods, logistics services, agency for buying, selling, and processing goods with foreign countries, temporary import for re-export, temporary export for re-import, transshipment, transit of goods and export and import services, and other specific and internal documents as prescribed by law.
4. State management of exports, imports, and border trade.
5. State management of product origin.
6. State management of logistics services.
7. Preside over or coordinate with the Ministry of Finance in managing the business operations of duty-free shops in accordance with the law.
8. To perform the duties of the Office for Notification and Inquiry on Technical Barriers to Trade (TBT Office) of the Ministry of Industry and Trade.
9. To perform the duties of the Office for Notification and Inquiry on Sanitary and Phytosanitary Measures within the WTO (hereinafter referred to as the SPS Office) of the Ministry of Industry and Trade.
10. Advise on state management and monitor the activities of professional associations and organizations operating within the assigned sector or field.
11. Organize the dissemination, promotion, training, and guidance of legal regulations and professional expertise on the export and import of goods, border trade, origin of goods, logistics services, agency for buying, selling, and processing goods with foreign countries, temporary import for re-export, temporary export for re-import, transshipment, transit of goods, and export and import services, in accordance with the law.
12. Organize research and application of scientific and technological advancements in the fields of goods export and import, border trade, and logistics services as assigned by the Ministry.
13. Synthesize and prepare periodic and ad hoc reports, assess the situation of export and import activities, and border trade under the authority of the Ministry of Industry and Trade; implement information technology applications and build a database on export and import activities, international trade activities, agency activities for buying, selling, processing, and transit of goods with foreign countries.
14. Inspect the implementation of legal regulations related to the export and import of goods, border trade, origin of goods, and logistics services within the scope of the Ministry's state management; resolve complaints and denunciations in accordance with the law and the Ministry's management decentralization.
15. International cooperation in the fields of export and import of goods, border trade, origin of goods, and logistics services as assigned by the Ministry.
16. Develop and implement the Department's administrative reform program in accordance with the objectives and content of the Ministry's administrative reform program.
17. Managing the organizational structure, staffing, civil servants, public employees, and workers; implementing salary systems and policies, and providing incentives, rewards, discipline, training, and professional development for civil servants, public employees, and workers under the Department in accordance with the law and the Ministry's management decentralization.
18. Manage assigned finances and assets, organize the implementation of the allocated budget, and other revenue sources as prescribed by law.
19. Perform other tasks assigned by the Minister.
Organizational structure
The Director's support staff includes: the Office, the General Policy Synthesis Division; the Goods Origin Division; the Import-Export Division for specific product categories; the International Trade Division; and the Trade Facilitation Division.
The regional Import-Export Management Offices have the function and nhiệm vụ of assisting the Import-Export Department in issuing or promulgating certificates of origin for exported goods, export, import, and transit certificates in accordance with the law and under the authorization of the Minister of Industry and Trade.
The specific duties of the Regional Import-Export Management Office are stipulated by the Director of the Import-Export Department; it is authorized to use a seal and open a separate account in accordance with the law for transactions. The establishment, reorganization, or dissolution of units under the Department is considered and decided by the Minister of Industry and Trade upon the proposal of the Director.
The Import-Export Department is headed by a Director and Deputy Directors. The Director and Deputy Directors are appointed, dismissed, transferred, rotated, rewarded, and disciplined by the Minister of Industry and Trade in accordance with the law.

| Decision No. 523/QD-BCT takes effect from March 1, 2025, and replaces Decision No. 2641/QD-BCT dated December 2, 2022, of the Minister of Industry and Trade, which stipulated the functions, tasks, powers, and organizational structure of the Import-Export Department. The Chief of the Ministry's Office, the Chief Inspector of the Ministry, the Directors of Departments and Bureaus, and the Heads of units under the Ministry are responsible for implementing this Decision. |
