During the historic days of April, celebrating the 50th anniversary of the liberation of our district, the people and officials of Residential Group 4, Di Linh town, rejoiced as they were the only group in the district to receive a Certificate of Commendation from the Chairman of the Provincial People's Committee for outstanding achievements in organizing and implementing community social activities in the residential area. Over the past 50 years, the hands of people from the North, Central, and South of Vietnam who chose this place as their home have together overcome hardships and joined hands to build the prosperous and beautiful homeland we see today.

• PROUD OF OUR FLAG-LINED AND FLOWER-LINED ROADS

Over the past year, the section of Pham Ngoc Thach Street from National Highway 20 to the Di Linh District Health Center has become more visually appealing with fluttering flags and vibrant bougainvillea flowers lining both sides. This is the "Flag and Flower Road" - a well-executed community mobilization project implemented by Residential Area 4, Di Linh town, and launched on the occasion of the 134th anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2024). The project, with its lighting, flags, and flowers, not only serves as a highlight contributing to urban aesthetics and changing the appearance of the residential area, but also awakens patriotism in each local resident; helping officials, union members, youth, and people better understand the meaning, sacred value, and pride of the national flag.

Furthermore, over the past year, the people of Hamlet 4 have had the added joy of having their Hamlet Hall completed and put into use, creating favorable conditions for residents to gather, hold meetings, and organize cultural and artistic activities. In 2023, Hamlet 4 mobilized residents to contribute over 660 million VND, or 50% of the cost, to build the spacious and well-equipped hall. In addition, Hamlet 4 also saved money on building a fence and yard, ensuring cleanliness, beauty, and safety.

Residential Area 4 (TDP 4) is home to 368 households with over 1,500 residents. People from seven ethnic groups across various regions have gathered here, gradually building a strong sense of unity to create a prosperous life with diverse occupations. According to Mr. Pham Minh Chien, Secretary of the Party Branch of Residential Area 4, to foster consensus among the people, before important local events, the Party Branch and the People's Committee of the residential area always hold meetings to gather opinions from the people according to the principle of "The people know - The people discuss - The people do - The people inspect - The people supervise - The people benefit." Meetings are organized into eight residential clusters, with flexible schedules to suit the time and work conditions of the residents. "In particular, we always emphasize the leading role and exemplary conduct of Party members in all activities and movements. Party members lead the way, then encourage their families and the people to participate, and only then do the people join," Mr. Chien shared.

Mr. Nguyen Xuan Yen, head of Residential Group 4, proudly shared: "The unity, solidarity, and consensus of the people in our group have created the most important resource and strength for us to implement and expand this model." Having left his hometown in the North to fight, work, and build a new life in Di Linh since the 1970s, Mr. Yen has witnessed the transformation of Di Linh district in general and his residential group in particular over the 50 years since liberation. He said he is truly happy and proud that life has improved day by day. From days of struggling to escape poverty, the people have now risen to prosperity, focusing on developing their spiritual lives and building their second homeland into a livable, peaceful, and prosperous place.

• UNITY IN BUILDING MODEL RESIDENTIAL AREAS

In the spacious TDP meeting hall, a portrait of President Ho Chi Minh and President Ton Duc Thang is prominently displayed near the stage. Party Secretary Pham Minh Chien proudly introduced it as a gift from the Vietnam Fatherland Front Committee of the province to the cadres, Party members, and people of TDP 4 during the 2024 National Unity Day celebration for their outstanding achievements in implementing the "National Unity for Building New Rural Areas and Civilized Urban Areas" campaign. This also acknowledges the efforts and endeavors of each resident in the process of labor and production emulation, building TDP 4 into a model residential area.

Every year, the People's Committee, in coordination with the Fatherland Front Committee and other departments, agencies, and mass organizations of the residential area, implements the registration for building culturally exemplary families and residential areas at the beginning of the year, so that the review and evaluation at the end of the year is carried out according to the correct procedure. As a result, in 2023 and 2024, the number of households achieving the title of culturally exemplary family exceeded 97%. Following the principle of "the State and the People working together," in recent years, Residential Area 4 has built many projects such as the road to residential cluster No. 7, in which the people contributed 173 million VND and the state contributed 403 million VND; the road to residential cluster No. 8, in which the people contributed over 600 million VND; and the road to Hamlet 1 in residential cluster No. 8, in which the people themselves contributed to building a 3-meter wide, 200-meter long concrete road worth 100 million VND...

Leaders of Di Linh district presented Certificates of Commendation from the Lam Dong Provincial People's Committee to the people and officials of Hamlet 4, Di Linh town.

In particular, implementing Project 04 of the Standing Committee of the Di Linh District Party Committee on building Di Linh district to meet the standards of a new rural district in the 2022-2025 period, and moving towards achieving the standards of an advanced new rural district and a model new rural district in the 2025-2030 period, Residential Area 4 has mobilized the people to maintain the environmental landscape, collect and process waste according to regulations; and build a "Bright - Green - Clean - Beautiful - Safe" residential area. At the same time, it actively participates in the "Saturday for Building a Civilized Urban Area" in the residential area, launching a campaign for people, officials, and civil servants to clean up the streets together with the motto "Clean houses, clean alleys, clean streets".

Ms. Pham Thi Sam, Vice Chairman of the People's Committee of Di Linh town, said that the implementation of the "Skilled Mass Mobilization" emulation movement along with models suitable to the local situation in Residential Area 4 has created a strong ripple effect throughout the population, contributing to building and consolidating a strong political system at the grassroots level. This has created a foundation and combined strength to help the town successfully carry out its political tasks and complete the tasks of building new rural areas and civilized urban areas in the locality.
