This is also the only village-level unit in Hue City that has just been awarded a certificate of commendation by the Chairman of the People's Committee of Hue City for its outstanding achievements in the emulation movement to build new rural areas in the period 2021 - 2025.

The village is well-maintained, and the people are prosperous.
Mr. Nguyen Duyen's family (born in 1973) was once classified as near-poor in the village. His asthma prevented him from doing heavy work, while he and his wife had many children to raise. In early 2025, when his children grew up and started working with stable incomes, his family gradually improved. He also received support in the form of two breeding cows to develop his livestock farming. "I never imagined I would one day be removed from the list of near-poor households, having enough to eat and wear without having to borrow money anymore," Mr. Duyen said emotionally.
It's not just Mr. Duyen's family; many households in Dong Bao village have gradually improved their lives thanks to the collective efforts of the community. Practical support from the new rural development program has helped many dreams come true.
The head of Dong Bao village, Mr. Nguyen Van Chuyen, who has been involved in the role of "village leader" since 2008, shared: "To build a model new rural area, we must understand what the people need and want, then create a suitable plan, and do it step by step until it is achieved." Following his promise to the people, he, along with the Party branch and other organizations, mobilized the villagers to contribute to building the village communal house – the first cultural project of the village. After that came concrete roads, street lighting, a cultural center, a football field, a public address system, and a drainage system…
Notably, out of the nearly 30 billion VND invested in building model new rural areas during the 2019-2024 period, 82% came from contributions from local people and businesses. This joint effort has created a strong transformation in the face of rural areas, not only in infrastructure but also in the quality of life for the people.
The average per capita income in the village reached 78 million VND/year. The cultural and spiritual life of the people is increasingly improving. 149 out of 152 households have green fences, nearly 150 households have renovated their gardens, and 100% of the alleys have streetlights and planted flowers and trees. The village has also built eight model gardens, a model of lotus cultivation combined with fish farming, and automatic irrigation in fruit orchards… bringing clear economic benefits.
Lessons from consensus
"We believe that building model new rural areas has no end point, but is a continuous journey. The most gratifying thing is not the concrete structures, but the consensus of the people, from awareness to action," Mr. Chuyen emphasized.
That spirit is clearly demonstrated through the fact that the village has completed all 12/12 criteria of a new model rural area, including: Traffic, electricity, natural disaster prevention and control, cultural facilities, information and communication, income, production organization, poor households, education and health, environment, political system and security and order. Each criterion is a specific story, with the hands, minds and hearts of the villagers.
For example, regarding the criteria for digital transformation, Dong Bao village is one of the few village-level units with a community digital technology team that supports residents in installing applications, paying electronic bills, and accessing digital services. For the elderly, young people in the village become "technology tutors," guiding them through small tasks such as scanning QR codes and paying tuition fees online for their grandchildren…
Or consider the criteria for disaster prevention and control – something that might seem "far-fetched," but has been concretized through the "four on-the-spot" principle, establishing evacuation plans in advance during storms and floods, and ensuring support forces are available in the area. "During last year's storm, the village's rapid response team promptly helped people reinforce their houses and evacuate the elderly and children to safety," Mr. Chuyen recounted.
A major pillar supporting the transformation of Dong Bao village is its effective grassroots political system. The Party branch is strong, village officials are dedicated and trusted by the people, and the police and neighborhood security teams consistently maintain a high level of community security and order.
Mr. Le Thanh Nam, Deputy Head of the Office of the National Target Program for Building New Rural Areas in Hue City, assessed that the model of Dong Bao village is a typical example of building exemplary new rural areas in the city today. The success of Dong Bao village is not only the result of a long journey of effort, but also opens up a direction for many other localities on the path to building exemplary new rural areas.
“What impressed us about Dong Bao village, besides the clean concrete roads and lush green landscape, were the stories behind each household, from near-poor households rising to stability to effective economic development models, creating a truly sustainable and modern rural landscape,” said Mr. Le Thanh Nam.
