Digital transformation begins in remote mountain villages.

One evening in late April, at the village cultural center in Van Ban commune (Lang Son province), the lights were still on as members of the Community Digital Technology Team guided residents on logging into VNeID, submitting online applications, and learning on the "Popular Education Digital Platform." Smartphones are no longer just for making calls; they are gradually becoming tools that help people access public services, learn, and connect with the digital environment.

As a mountainous border province with over 83% of its population being ethnic minorities, mostly living in rural areas, Lang Son is choosing a fundamental direction: popularizing digital skills for people at the grassroots level, especially in mountainous areas and ethnic minority regions.  

Since identifying digital transformation as a breakthrough solution for socio -economic development, the province has gradually built the foundation for digital government, digital economy, and digital society.

The "Popular Digital Literacy Movement" was launched as a way to bring technology closer to the people. Instead of complex technical concepts, people are taught very specific skills such as using smartphones, cashless payments, accessing online public services, and identifying online scams.

In many localities such as Van Ban, Bao Ha, and Moc Son, digital skills training courses are organized right in the village cultural centers and residential areas. Instructors include local officials, police officers, youth union members, and members of the Community Digital Technology Team. The motto "going door-to-door, guiding each person" is becoming a familiar approach in the process of popularizing digital skills at the grassroots level.

A notable aspect of Lang Son's approach is the integration of digital skills popularization with the application of science and technology in management, administration, and daily life.

According to local statistics, by 2025, 100% of officials, civil servants, and public sector employees will have basic digital skills; 100% of high school students and university students will be equipped with digital knowledge and skills for learning and research.

For adults, approximately 70% possess basic digital skills and know how to use smart devices to access information and utilize essential digital services. The province also organized 36 training courses with over 10,600 participants; many of which were for members of community digital technology groups.

Alongside training programs, numerous digital platforms serving learning and management have been put into operation. The national MOOC platform "Popular Education Digital" has been deployed to promote digital skills. The province has also expanded the application of the "Digital Civil Servant Virtual Assistant of Lang Son" to support officials in handling work in the digital environment, achieving an accuracy rate of approximately 90% in searches.

In the fields of trade and agriculture, the locality continues to bring agricultural products, specialties, and OCOP (One Commune One Product) products onto e-commerce platforms. Through this, people and cooperatives not only access new markets but also gradually improve their skills in promoting and doing business on digital platforms.

One of the key forces in this process is the Community Digital Technology Team. The province currently has 1,646 teams with over 8,800 members, covering all villages, hamlets, and residential areas; nearly 99.4% of these teams have received training in digital skills and cybersecurity.

The reality in Lang Son shows that digital transformation doesn't just start with infrastructure or technology, but with each citizen's ability to access and master technology. As basic digital skills gradually reach every village, science and technology are also becoming an integral part of daily life.
