
Going down to the villages to identify the people.
Returning to the border commune of Muong Lan in June, we witnessed the efforts of the local police force and the encouraging results in implementing Project 06 in the area. Implementing the two-tiered police model from March 1, 2025, the Muong Lan commune police force currently has 24 officers and soldiers directly responsible for maintaining security and order in 16 villages.
Lieutenant Lo Van Khoi, a police officer in Muong Lan commune, shared: "Switching to the new model means that the responsibilities and workload of our officers have increased. However, being stationed at the grassroots level allows the police force to closely monitor and understand the specific thoughts and circumstances of each household. This is an important basis for the unit to effectively implement the work of reviewing population data, and at the same time, create high consensus when disseminating information and guiding people to participate in peak campaigns on electronic identification."
Project 06 – the abbreviated name of the Project for the Development of Population Data Applications, Electronic Identification and Authentication – approved by the Prime Minister, aims to serve the national digital transformation. The goal is to put citizens and businesses at the center, applying the national population database and chip-embedded citizen identification cards to optimize procedures and improve daily life. Determined to implement Project 06, the Mường Lạn Commune Police have proactively gone door-to-door, reviewing every individual to complete the population data and guide people in activating their electronic identification accounts.

Overcoming the challenges of the border terrain, the commune police force has been rotating shifts to the villages, organizing mobile campaigns right in people's homes to integrate health insurance cards and social security information into the VNeID application for the villagers. Ms. Ca Thi Tup, from Na Khi village, Muong Lan commune, happily said: "Before, traveling was difficult, and people in the village were reluctant to go to the commune to do paperwork. But since the regular police arrived, they quickly resolve issues on the spot, coming right to the village to help people with identification and integrating health insurance cards. Seeing their enthusiasm and responsibility, everyone in the village appreciates and trusts them, treating them like family."
Following the police officers of Muong Lan commune as they visited the villages in the evening, we gained a deeper understanding of their hardships. Regardless of rain, wind, or slippery mountain roads, they persevered, going to each household to guide and activate electronic identification for the villagers.
Mr. Mua A Di, residing in Co Muong village, one of the most disadvantaged villages in the commune, faced significant difficulties activating his electronic identity card account due to his advanced age and poor eyesight. Knowing his situation, the commune's police officers braved the night, bringing the necessary equipment to his home. They helped him integrate his health insurance card and social welfare support information into the VNeID application. Mr. Di emotionally stated: "My house is far from the center, and I'm old and don't know much about technology. Fortunately, the commune's police officers came to my house despite the rain and wind, providing thorough guidance. After being explained things, I no longer need to bring so many documents when going to the doctor. I find it very convenient."

Since the beginning of the year, the commune police have organized nearly 180 home visits to verify identity for individuals with special circumstances. Simultaneously, they have assisted over 1,400 people in remote villages such as Na Khi, Na An, Pa Kach, Huoi Pa, etc., in completing the procedures to activate their Level 2 electronic identity verification accounts, helping the people gradually access and benefit from practical digital services.
Changes in approach to digital utilities
Sitting with the commune police force after their trip to the village to register the people's identities, flipping through the pages of their work logs, we truly appreciated the determination of the officers. By June 1st, 2026, the commune police had successfully activated 1,555 electronic identity accounts, reaching 62% of the commune's population. Of these, the VNeID application for 558 citizens had integrated social security information, and 1,522 cases had integrated health insurance cards.

Now, many ethnic minority people in Muong Lan have access to useful digital utilities, from checking health insurance to carrying out administrative procedures online through the VNeID application. They have overcome their previous shyness and hesitation to proactively integrate into the digital flow. The clearest evidence is the story of Ms. Giang Thi Dung in Pu Hao village. Previously, every time her husband sent money home from working far away, Ms. Dung had to take a bus to the old district center, dozens of kilometers away, to receive it. Now, guided by the commune police officers in activating her identity card and opening an online bank account, she can receive money, check her balance, and pay electricity bills and her children's school fees from home via her smartphone.
Major Giàng A Vạ, Deputy Head of the Mường Lạn Commune Police, shared: "Despite the difficulties in human resources and infrastructure in the border area, we have identified bringing the benefits of Project 06 to the people as a top priority. The commune police force always stays close to the villages, directly guiding people to register for level 2 electronic identification, integrating health insurance cards and social security information into the VNeID application. When administrative procedures are carried out right at the local level, people in remote villages no longer have to travel long distances, saving time and costs, and easily accessing online public services."

The dramatic shift in awareness and actions among the people of Muong Lan border region is the "sweet fruit" of the efforts of the local police force. The dry numbers of activated identity accounts have now become a source of joy and convenience in every home in the highlands, contributing to the comprehensive digital transformation of the nation.
