Digital transformation in Party organizations

(laichau.gov.vn) Digital transformation is becoming an objective requirement and a central task in current Party building work. Adhering closely to the Central Committee's guidelines and directions, the Provincial Party Committee Office advises and organizes the synchronized implementation of many solutions, contributing to improving the quality of leadership, direction, and management of Party committees at all levels.

The Provincial Party Committee Office has advised the Standing Committee of the Provincial Party Committee to extensively implement the Central Committee's resolutions and projects on the development of science , technology, innovation, and digital transformation to all cadres, Party members, civil servants, and public employees from the provincial to the grassroots level. The forms of propaganda are diverse, flexible, and appropriate to the practical conditions of the locality. Leadership and guidance in building and organizing the implementation of digital transformation plans in Party agencies have been implemented decisively. The Provincial Party Committee Office has advised on the issuance of more than 40 leadership and guidance documents directly related to digital transformation. Objectives and tasks are specifically defined for each stage and each field, linked to the responsibilities of the Party committee and the head of the agency. A system of steering committees for the development of science, technology, innovation, and digital transformation has been established down to the commune level.

Leaders and staff of the Digital Transformation and Cryptography Department ( Provincial Party Committee Office) exchange information and handle work on the operational management system of Party agencies.

Comrade Nguyen Quang Khai, Deputy Chief of the Provincial Party Committee Office, stated: In implementing the tasks assigned by the Central Government regarding digital transformation, Lai Chau province has achieved many important results. In particular, digital infrastructure continues to receive investment. The dedicated data transmission system is connected to 176 points, ensuring the sending and receiving of documents, including confidential documents. Information technology equipment has been enhanced. More than 2,000 digital signature and encryption devices have been issued. The percentage of officials and civil servants with digital signature devices reached 87.5%. The rate of digital signing and issuance of electronic documents reached 89.1%, placing it among the localities with high results nationwide. The management and retrieval of equipment have been strictly implemented.

The Provincial Party Committee Office promptly and synchronously implemented the digital platforms transferred from the Central Government throughout the entire system. This has created an important foundation for improving the effectiveness of leadership and guidance. The shared operational information system is used in provincial-level Party committees and all commune and ward Party committees, directly serving operational activities. The Party member handbook software contributes to the innovation of the content and methods of Party branch meetings. Applications serving inspection, supervision, complaint management, personnel management, emulation, and commendation have been uniformly implemented. The province has completed the digitization of all records and documents of district and city Party committees created before 2024, achieving 51% of the total volume to be digitized, exceeding the target set by the Central Government; over 1.29 million pages of documents are centrally managed on the software; contributing to gradually bringing data management into order. In 2025, the province organized 12 specialized training courses with thousands of cadres and Party members participating, thereby improving their digital knowledge and skills to serve their work.

Since the administrative unit merger, 100% of directives and resolutions issued and processed by the Party Committee of Hua Bum commune are now handled through the electronic document management software. Administrative documents have been digitally signed, ensuring timeliness and accuracy in guidance and management. Administrative procedures have been implemented online at levels 3 and 4; the digitization rate of documents has reached over 80%.

According to Comrade Le Van Thang, Head of the Party Building Committee of the commune, "We have identified digital transformation as an important solution to improve work efficiency. The Committee focuses on promoting the application of software in processing, managing, and administering documents. Implementing these tasks in an electronic environment helps us shorten the time it takes to resolve issues, ensuring accuracy and transparency."

2026 is identified as the year for accelerating the implementation of digital transformation goals in Party agencies. Digital infrastructure will continue to be improved, striving to ensure 100% of cadres, civil servants, and public employees in the political system have digital signatures for work purposes; information technology equipment will be supplemented according to plan; and dedicated transmission lines will be maintained stably. Digital applications, as directed by the Central Committee, will be deployed synchronously, with many new systems put into operation to serve financial and asset management, task monitoring, comprehensive data analysis, and support various areas of Party building work; the application of artificial intelligence in information retrieval and processing will be actively promoted.

Mr. Pham Xuan Tham, Acting Head of the Digital Transformation and Cryptography Department (Provincial Party Committee Office), shared: "In the past period, we have focused on advising and implementing comprehensive solutions to improve the effectiveness of applying digital technology in the activities of Party agencies. The focus is on perfecting the technical infrastructure, promoting document digitization, improving data quality, and ensuring information security. We have strengthened guidance and support for grassroots officials in using platforms and software, contributing to improving the efficiency of work processing in the electronic environment. In the future, the department will continue to review and overcome difficulties and obstacles, ensuring that the systems operate stably and effectively serve the leadership and guidance requirements of Party committees at all levels."

With strong determination, close leadership from the Provincial Party Committee, and the proactive advisory role of the Provincial Party Committee Office, political and ideological work in provincial Party agencies is gradually becoming more substantive, creating an important foundation for enhancing the leadership capacity and fighting strength of Party organizations, meeting the requirements of the tasks in the new period.
