Tax officials come down to the stall.
Ms. Ho Thi Bich Ngan, Head of Tax Office No. 11, said that during this campaign, working groups established consultation points in the centers of Tinh Bien, Nha Bang, Chi Lang, Ba Chuc, Tri Ton markets and the Cam Mountain area. These are key trading areas, concentrating thousands of individual business households with busy trading activities. “Direct support helps us closely understand the concerns of the people. We guide them on how to record accounting entries according to Circular 152 in the simplest way, helping small traders see that financial transparency is not as complicated as they worry,” Ms. Ho Thi Bich Ngan said.
Bringing support teams directly to the markets is a strategic move, demonstrating innovation in the tax sector's management thinking: Shifting from "waiting for taxpayers to come" to "proactively reaching out to taxpayers." The goal of this mobile service is to ensure that 100% of business households, especially busy small traders who are unable to attend conferences, hear, see, and access the content of Decree No. 68/2026/ND-CP.
The task force directly met with, engaged in dialogue with, and disseminated tax policies regarding the tax declaration and payment obligations of individual and household businesses; regulations on tax management documents and procedures; accounting guidance for household and individual businesses; and policies and regulations on penalties related to tax declaration and payment obligations. Dedicated staff guided people in installing and using the eTax Mobile application. This is an important platform that allows taxpayers to look up information and pay taxes electronically anytime, anywhere with just a smartphone, saving time and travel costs. The campaign also involved the cooperation of commercial banks in the area to directly support household businesses in registering and setting up bank accounts for their production and business activities.

At the mobile consultation desks, the atmosphere was bustling and friendly. Many small business owners expressed interest in the abolition of the lump-sum tax system and the shift to the declaration method, regulations on tax management procedures and documentation, and how to record sales revenue. Ms. Hanh Nguyen, a business owner in Tinh Bien ward, said: “The task force came directly to the market, assisted with connecting bank accounts, and guided us on issuing invoices and keeping simple records. They even did a trial run on-site, which was very convenient. This 'door-to-door' approach saved us a lot of time and money.” Ms. Khanh Anh, a business owner, shared: “At first, when I heard about the shift from lump-sum tax to declaration tax, I was very worried, especially about keeping records and issuing invoices. After the tax officers came to my stall, showed me how to do it, and guided me on installing the eTax Mobile application on my phone, I realized that recording daily sales revenue is simple and transparent. The officers explained everything thoroughly, and now I feel much more at ease.”
Mobile propaganda activities not only disseminate legal information but also serve as an opportunity to implement the motto "Every tax official is a propagandist." With the slogan "Open, sincere, friendly, honest, and ready to serve," the image of tax officials diligently answering questions for small traders in the border region leaves a positive impression on the people.
With direct support from the tax authorities, concerns about declaration methods or electronic invoices are gradually being resolved, replaced by a sense of initiative and peace of mind for small business owners.
