According to Decision No. 868/QD-STY, Mr. Trinh Xuan Nam - Chairman of the Hospital Management Board, Deputy Director of Nghe An Friendship General Hospital - has been transferred and appointed to the position of Director of Vinh City General Hospital effective June 1, 2026. The term of appointment is 5 years.
At the conference, the Party Committee of Truong Vinh Ward announced the Decision appointing Comrade Trinh Xuan Nam - Director of Vinh City General Hospital - to the Executive Committee and Standing Committee of the Party Committee, and to hold the position of Secretary of the Party Committee of Vinh City General Hospital for the term 2025 - 2030.

Dr. Trinh Xuan Nam, a specialist in Internal Medicine, has over 30 years of experience in the healthcare sector, including more than 20 years at Nghe An Friendship General Hospital.
During his career, he held many important positions such as attending physician, head of department, head of functional unit, Head of Department, Deputy Director of the hospital, Deputy Secretary of the Party Committee, and Chairman of the Hospital Management Board.
In the positions he held, he made many contributions to the development of Nghe An Friendship General Hospital as well as the health sector of Nghe An province.
Comrade Trinh Xuan Nam has taken on a new assignment replacing Dr. Nguyen Hong Truong, a specialist physician, who was recently transferred and appointed by the Chairman of the Provincial People's Committee to the position of Director of Nghe An Friendship General Hospital from June 1, 2026.
In his remarks assigning the new responsibilities, Vice Chairman of the People's Committee Thai Van Thanh emphasized that assuming the position of Director of Vinh City General Hospital is both an honor and a great responsibility, especially in the context of the healthcare sector facing many demands for reform.
In particular, Nghe An is implementing key tasks in accordance with Resolution No. 72 of the Politburo on some breakthrough solutions to strengthen the protection, care, and improvement of people's health.
Highly appreciating the achievements of Vinh City General Hospital over more than 60 years of construction and development, Comrade Thai Van Thanh emphasized that in recent years, the hospital has made strong progress in professional quality, operational scale, service style, and application of information technology and digital transformation, building trust among people in and outside the area.
To further build upon the achievements, the Vice Chairman of the Provincial People's Committee requested that Comrade Trinh Xuan Nam quickly adapt to the new working environment, uphold the unit's tradition of unity, and develop a long-term development strategy that aligns with the new requirements of the health sector.
Furthermore, the hospital needs to continue focusing on training and developing high-quality human resources; improving the quality of medical examination and treatment based on the patient-centered approach; promoting the development of specialized and advanced techniques; and at the same time preserving and promoting medical ethics and the spirit of dedication and commitment to serving the people among the medical staff.
The Vice Chairman of the Provincial People's Committee also requested the hospital to continue promoting digital transformation and building a smart hospital and smart healthcare system. This is an area where the hospital has achieved many outstanding results in recent times and is considered one of the pioneering units in applying digital technology and artificial intelligence to medical examination, treatment, and hospital management.
In addition, the hospital needs to strengthen cooperation with central-level hospitals and major medical facilities to receive and transfer technology, improve the quality of human resources, promote innovation, and enhance professional capacity.
The goal is to develop the hospital into one of the province's high-quality medical centers, better meeting the healthcare needs of the people.
The Vice Chairman of the Provincial People's Committee also requested that the entire staff, officials, and employees of the hospital continue to uphold the tradition of solidarity and work together with the Board of Directors and the new Director of the hospital to build a stronger and more prosperous institution.
In his acceptance speech, Comrade Trinh Xuan Nam affirmed that he would work with the Party Committee and the Board of Directors to build a united, democratic, and professional working environment; develop a development strategy that is appropriate to the practical conditions and new requirements; continuously improve the quality of medical examination, treatment, and healthcare for the people; and pay attention to the lives of cadres, employees, and workers.
