Having recently moved to Tan Hung Ward (Ho Chi Minh City), Ms. Nguyen Minh Tram needed to contact the neighborhood leader. Following her neighbor's instructions, she opened the ward's electronic operating system, selected the "Neighborhood Management" section, and searched for personnel. With just a few clicks, she obtained complete information about the neighborhood official, including their name, title, and phone number.
Mr. Nguyen Minh Thien, Vice Chairman of the Tan Hung Ward People's Committee, said that the system integrates many convenient services for the people. Information from the neighborhood, the ward's departments and offices, and links to the national public service portal are all integrated, making it easy for people to access. Tan Hung Ward also operates an automated form-filling kiosk at the Public Administrative Service Center, saving time, printing costs, and minimizing errors when filling out documents. People only need to scan the QR code on their ID card, select the type of administrative procedure, and the system will automatically fill in and print the complete form.
In Tang Nhon Phu ward, digital transformation has become a "digital shield" in ensuring security, order, and environmental protection. Violations related to the environment, security, order, and traffic have decreased significantly thanks to the artificial intelligence (AI) camera system installed on key roads.
Recently, a camera on La Xuan Oai street recorded a man dumping trash in a public place; authorities immediately investigated, summoned the man for questioning, and fined him. As a result, the problem of littering has been completely resolved.

Nguyen Bach Hoang Phung, Secretary of the Party Committee of Tang Nhon Phu Ward, shared that the operation of the AI camera center helps identify and simulate suspicious routes and vehicles, supporting the rapid investigation of many cases; and raising people's awareness of law compliance. The ward is aiming to expand the system throughout the area, especially at gateways, to build a safe and civilized living environment for residents.

The digital transformation movement is being implemented throughout Ho Chi Minh City. Since the end of October 2025, Ben Thanh Ward has put into use five digital applications: Ben Thanh Construction Handbook; Construction Registration; Digital Land Data Map (based on WebGIS: thongtindatdai.com); AI Chatbot to support citizen interaction and administrative procedures; and a survey of citizen opinions on service attitudes.
According to Hoang Thi To Nga, Secretary of the Ben Thanh Ward Party Committee, these are tools aimed at concretizing the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation. The new applications have contributed to the modernization of local administration, enhancing transparency and openness, and making it easier for people to access public services.
One of the tools that people are interested in is the Digital Land Data Map application. Thanks to this application, people can easily look up the location of a land plot and check the planning status to avoid risks when making transactions. Mr. Pham Van Phuc (residing in Tam Binh ward) is looking to buy a house in the Cong Quynh street area, Ben Thanh ward. He accessed thongtindatdai.com to look up the planning information for the house he intends to buy. From this reliable source, he felt confident in his purchase. “Just one tap and all the information is available. It’s so convenient,” Mr. Phuc commented.
In Tan Dinh ward, the "Tan Dinh Digital" platform and the "Virtual Assistant for Administrative Procedures" also provide convenience in serving the people. The virtual assistant operates 24/7, helping people look up administrative procedures directly on their phones, significantly reducing waiting times at the one-stop service center and easing the workload for officials.
The story of digital transformation at the grassroots level is also spreading strongly in several areas undergoing socio -economic transformation. An Lac Ward recently launched the B2B e-commerce platform “An Lac Business Hub” on phuongAnLac.Arobid.com. This is the first business-to-business transaction model at the ward level in Ho Chi Minh City.
The platform supports over 5,400 businesses and 6,800 household businesses in the area to connect with partners, expand markets, optimize supply chains, and reduce operating costs; with key sectors such as garment, footwear, packaging, and processed food…
According to Le Truong Hai Hieu, Secretary of the An Lac Ward Party Committee, the ward aims to comprehensively apply technology in the 2025-2030 period, towards forming a commercial area and economic and urban center in the western part of the city, contributing to the city's goal of having the digital economy account for 30%-40% of GRDP in the 2025-2030 term.
Ho Chi Minh City is implementing various solutions to synchronize the digital transformation process at the grassroots level. Among these, the Department of Construction has been tasked with researching and applying software to monitor the issuance of time-limited construction permits, directly connecting with commune-level People's Committees for more effective inspection and supervision. Once this system is complete, the construction permit issuance process will be more transparent, accurate, and convenient, contributing to reducing violations and controlling construction order from the outset.
