Ready to "go to the city" in 2025
Decision No. 108/QD-TTg of the Prime Minister approving the General Urban Plan of Thua Thien Hue until 2045, with a vision to 2065, has clearly established the roadmap for Thua Thien Hue to become a centrally-governed city. Accordingly, when Hue becomes a centrally-governed city, it will be a distinctive urban area in terms of ecology, landscape, environmental friendliness, and smart city. The entire administrative area of Thua Thien Hue, with a total area of approximately 4,947.1 km2, will be within the planning scope.
According to the plan approved by the Prime Minister, upon becoming a centrally-governed city, Hue will be a Type I city, a centrally-governed city with unique characteristics; a city that develops on the foundation of preserving and promoting the value of tangible and intangible cultural heritage of the ancient capital and the cultural identity of Hue; a city with distinctive ecology, landscape, environmental friendliness, and smart features.
Hue will be a growth pole for the Central region's dynamic marine economy and tourism economy; a major national center for science and technology, specialized healthcare, multi-disciplinary and high-quality education and training; an international tourism center; and a national center for industrial and port development. Tourism will be the leading economic sector, information and communication technology will be the breakthrough, and high-tech industry and agriculture will be the foundation.
The urban spatial structure of Hue will develop according to a model of urban chains along economic and transportation corridors, combined with dynamic centers. These urban areas will be developed synchronously, playing a supporting role in socio-economic development, preserving and promoting the unique values of the ancient capital and its tangible and intangible cultural heritage recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
What opportunities are there for investors?
According to Mr. Nguyen Van Phuong, Chairman of the People's Committee of Thua Thien Hue province, to achieve optimal results in investment promotion, the province annually develops an investment promotion program and sets out viewpoints, orientations, and goals for attracting domestic and foreign investors in all sectors; accelerates administrative procedure reform and improves the investment environment; and promotes the synchronous development of infrastructure.
“The approved provincial planning is an opportunity for Thua Thien Hue to further exploit its geo-economic and geo-political position, leverage its unique strengths, and seize opportunities in the new phase to achieve rapid and sustainable development. At the same time, the plan also helps investors identify potentials, advantages, and specific directions when choosing to invest in the province,” Mr. Phuong said.
According to the plan, by 2030, Phu Bai International Airport will have additional taxiways, expanded passenger terminals, civil aviation areas, and aircraft parking aprons to meet an operating capacity of 7 million passengers/year and 200,000 tons of cargo/year (or more when needed); upgraded to meet the standards of a 4E civil airport and a Level I military airport; and established an Inland Container Depot (ICD) connecting with the airport and seaports. By 2050, additional runways will be built; and the infrastructure will be synchronized to achieve a capacity of 12 million passengers/year.
In addition, Thua Thien Hue will develop airports for seaplanes and helicopters at Tam Giang - Cau Hai Lagoon, Bach Ma National Park, and in areas with tourism potential; the Chan May port area will accommodate general cargo and bulk carriers with a tonnage of 150,000 to 200,000 tons or larger when conditions permit; the Thuan An port area will accommodate vessels with a tonnage of up to 5,000 tons; and the Phong Dien port area will accommodate general cargo and bulk carriers with a tonnage of up to 50,000 tons…
In the urban development process, the plan also orients the Northwest region to build the Phong Dien central urban area associated with Dien Loc port and Phong Dien Industrial Park, developing an industrial urban area as the driving force in the North of the province; the Southeast region will develop the Chan May area into a type III urban area – a smart, modern city associated with the Chan May – Lang Co Economic Zone…
Notably, the development of Chan May port into a container port, a tourist port, an international trade hub, and a world-class tourism and resort center is noteworthy.
"The completion of urban infrastructure and economic and industrial zones will contribute to innovation and improve the effectiveness of targeted investment attraction, especially attracting large, reputable investors," Chairman Nguyen Van Phuong affirmed.
