(NLĐO) - On the afternoon of March 7th, Deputy Minister of Education and Training Hoang Minh Son chaired a press conference to announce the Planning of the Network of Higher Education and Teacher Training Institutions.


According to Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, the planning of the network of higher education and teacher training institutions sets a development goal for 2030: to develop a synchronous and modern network of higher education and teacher training institutions with a rational scale, structure, and distribution.

Specifically, by 2030, the number of learners will exceed 3 million, reaching 260 undergraduates and 23 postgraduate students per 10,000 people; the university enrollment rate among those aged 18-22 will reach 33%, with no province having a rate lower than 15%.

The structure of training levels is aligned with the requirements of developing a knowledge-based economy and modern industry; the proportion of master's degree training (and equivalent qualifications) reaches 7.2%, doctoral training reaches 0.8%, and teacher training at the college level reaches 1%; the proportion of training in science, technology, engineering, and mathematics (STEM) fields reaches 35%.

Establishing large-scale, high-quality higher education centers linked to scientific research, technological development, and innovation in four urban areas including Hanoi, Da Nang, Ho Chi Minh City, and Can Tho will create momentum for the development of key economic regions and the entire country.

Public higher education institutions play a core role, accounting for approximately 70% of the training scale. Within the network, there are 50 to 60 higher education institutions offering doctoral programs, with about 50% developing in a research-oriented direction.

Encourage the establishment of new and the expansion of the network of private higher education institutions, branches of private higher education institutions, and branches of prestigious foreign higher education institutions, especially those specializing in training in science, engineering, and technology.

Focus investment on upgrading and developing national and regional universities to achieve quality and prestige on par with regional and global standards.

Deputy Minister Hoang Minh Son affirmed that the purpose of the planning is to focus investment on key areas for development.

Responding to the question of whether 3 million university graduates will find employment after graduation if the target is 3 million people by 2030, Deputy Minister Hoang Minh Son stated that this figure is based on various forecasts of human resource needs, age statistics, international references, and economic development strategies. As the economy develops, the number of university graduates will inevitably increase. Currently, the proportion of the workforce with higher education is low; further training is needed to improve skills, increase employment opportunities, and enhance labor productivity. The upcoming requirement is double-digit economic growth.

Deputy Minister of Education and Training Hoang Minh Son emphasized that the purpose of the planning is not just to reorganize, but more importantly, to invest strategically and prioritize development.

"The principle of targeted investment is always emphasized to ensure effective investment, prioritizing schools in fields that we need. In addition, schools must operate according to market mechanisms," said Mr. Hoang Minh Son.

The Deputy Minister of Education and Training further emphasized that this does not mean closing off opportunities for universities. "The positive impact is not to dissolve universities, but to encourage investment and development, so that by 2030 no university will fail to meet standards. In particular, national universities, regional universities, and key universities will receive investment for development. If universities fail to meet investment targets or operate inefficiently, they will have to be dissolved or merged," Deputy Minister Son stated.

Deputy Minister of Education and Training Hoang Minh Son believes that restructuring the university system brings the important benefit of improving the quality of education. When universities are rationally organized, ensuring they meet standards in terms of facilities, faculty, and training programs, students will have a better learning environment. At the same time, opportunities to access quality higher education at reasonable costs will also be expanded.

Regarding the ranking of Vietnamese universities, Deputy Minister Hoang Minh Son stated that the planning does not place much emphasis on international rankings, but rather focuses on the quality of training and research.

However, strategically investing in universities with high growth potential, especially in science and technology, will help them enhance their standing in the region and globally.

Key universities will be selected for investment based on their actual capabilities and the nation's development needs. For example, with a focus on high-tech development, there will be a need for universities strong in artificial intelligence, semiconductors, big data, biology, etc. Universities that meet these requirements will become centers for training and research, thereby having the opportunity to improve their international rankings.
