Directive 63 of the Central Party Committee on enhancing the role of the press and publishing work - this is an official document of our Party, affirming the role and clearly defining the responsibilities of the press in the life of the whole society. In 1976, the two provinces of Ha Giang and Tuyen Quang merged to form Ha Tuyen province, and the Ha Giang Newspaper and the Tuyen Quang Newspaper were merged into the Ha Tuyen Newspaper. On May 10, 1976, the Standing Committee of the Ha Tuyen Provincial Party Committee issued Resolution No. 01 on the publication of the Ha Tuyen Newspaper. The resolution clearly stated three tasks for all levels, sectors, and the Ha Tuyen Newspaper: “Key officials at all levels and sectors are tasked with cooperating closely with the newspaper, providing complete and accurate materials as requested by the newspaper, and creating all favorable conditions for the newspaper's staff to fulfill their duties; Party committees at all levels, in coordination with the newspaper's agency, shall organize a force of information officers from the grassroots level and manage that force. The newspaper is tasked with training and guiding professional skills; directing the distribution of the newspaper within sectors and localities, ensuring that every grassroots unit in the province has access to and uses the newspaper, and has information officers writing for it.” Because at that time the number of reporters for both newspapers was small, and the Party committee wanted all grassroots units and agencies to have access to the newspaper and news about local activities (communes) and units, they paid attention to the team of information officers, now called collaborators. On December 1, 1988, the Standing Committee of the Ha Tuyen Provincial Party Committee issued Directive No. 09 on promoting the distribution of local newspapers. The directive clearly outlined eight tasks to be performed, including the responsibilities of Party committees, mass organizations, and all levels and sectors; the responsibilities of newspaper editorial offices; and the responsibilities of the postal , finance, and transportation sectors in distributing newspapers, ensuring that each unit, agency, and establishment had a copy of the newspaper to read. This directive clearly defined the responsibilities of all levels and sectors in providing information and distributing the Party's newspaper.

In 1991, the Provincial Party Committee issued two documents concerning press work and the Ha Giang Newspaper. At the beginning of the year, the Standing Committee of the Ha Tuyen Provincial Party Committee issued Directive No. 28 on press and publishing work. The directive clearly outlined four main solutions: “Thoroughly implementing Directive 63 of the Central Party Committee; strengthening Party leadership; improving content quality, training reporters, and improving working conditions; investing in infrastructure, expanding book and newspaper distribution, improving content, printing technology, and distribution; and establishing a Publishing Council to guide and control publishing content.” By the end of 1991 (October), Ha Tuyen was divided into two provinces, Ha Giang and Tuyen Quang. The Ha Giang Provincial Party Committee issued a Resolution on September 29, 1991, on establishing and publishing the Ha Giang Newspaper. The resolution states: "The Ha Giang Newspaper is the mouthpiece of the Provincial Party Committee, the voice of the Party and the people of all ethnic groups in the province, with the task of propagating, educating, mobilizing and guiding cadres, Party members, civil servants and all strata of working people to successfully carry out the political tasks of the locality."

Thus, we see that the Communist Party of Vietnam in general, and specifically the Party Committee of our province, in any period, has always considered the Party's newspaper as its mouthpiece, the voice of the Party, and also the voice of the people. Therefore, in any period, the provincial Party committee has always paid attention to consolidating and improving the quality of the newspaper as the mouthpiece of the Party and of the people of all ethnic groups in the province. The Ha Giang Newspaper, having been in existence for over 60 years, has always maintained its credibility and reputation, rightfully deserving to be the mouthpiece of the Ha Giang Party Committee.
