In Hanoi , five regional defense command centers were established to meet the operational requirements of the new administrative boundaries.
Streamlined but still meets combat readiness requirements.
On July 1, 2025, the Law amending and supplementing a number of articles of 11 laws related to military and national defense officially came into effect. The law focuses on adjusting regulations to suit the two-tiered local government organizational model. This includes amending Clause 1, Article 9 of the National Defense Law regarding defense zones, stipulating: A defense zone is an integral part of military region defense, encompassing political , spiritual, economic, cultural, social, scientific, technological, military, security, and foreign affairs activities; it is organized according to provincial-level areas and special administrative-economic units, taking the construction of regional defense and the development of communes as the foundation for protecting the locality...

To meet the requirements of the new administrative organizational model, the Ministry of National Defence established 145 Regional Defence Commands in 34 provinces and cities, after dissolving the district-level Military Commands.
At the conference summarizing Party and political work in the first six months of 2025, the Secretary of the Central Committee of the Communist Party of Vietnam, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army, Trinh Van Quyet, emphasized: The establishment of the Regional Defense Command Board, with the spirit of "doing well in peacetime but also considering what happens in emergencies," is consistent with the principle of streamlining, while ensuring combat readiness, protecting the area, maintaining the role of advising and commanding in national defense and security situations; and ensuring connection between the provincial and commune levels in organizing forces and carrying out defense tasks.
According to local Party leaders, the establishment of the Regional Defense Command Board is a strategic step that contributes to maintaining a firm national defense posture, without disrupting leadership and direction on military and national defense matters at the local level; it is consistent with the new administrative organization and the requirements of national defense in the current period.
In Hanoi, at the end of June 2025, the Hanoi Capital Command announced the decision to establish five Regional Defense Commands, including: Regional Defense 1 - Soc Son; Regional Defense 2 - Phuc Tho; Regional Defense 3 - Hong Ha; Regional Defense 4 - Gia Lam; and Regional Defense 5 - Thanh Oai. On the afternoon of June 30, the Party Committee of the Hanoi Capital Command also announced the decision to establish five corresponding Party Committees for the Regional Defense Commands, aiming to bring the units into stable operation as soon as possible.
Colonel Luu Nam Tien, Political Commissar of the Hanoi Capital Command, said that immediately after the establishment of these units, the Party Committee of the Hanoi Capital Command directed the Party Committees of the Regional Defense Commands to focus on receiving party members and ensuring their files were properly and in accordance with regulations; consolidating the organization and staffing; establishing subordinate party branches; appointing the Executive Committee, Secretary, and Deputy Secretary in accordance with the Party Charter; and consolidating the organization of mass organizations.
Continue to leverage combined strengths
Recently, the Ministry of National Defense's Task Force No. 4 inspected the implementation of military and national defense tasks and the reorganization of local military agencies at the Hanoi Capital Command. The Task Force highly appreciated the "lean, efficient, and strong" organizational model, which is suitable for the requirements of the new situation of the Capital's armed forces. Propaganda and education during the transformation process were implemented effectively. The Task Force also proposed a plan for the placement and utilization of personnel, and the resolution of appropriate policies and benefits.
Building on the achievements, in the coming period, the Party Committee and the Hanoi Capital Command will continue to strictly maintain the combat readiness duty at all levels, closely coordinating with functional forces to maintain political security and social order in the area. Party committees at all units will strengthen Party work and political work, anticipate and promptly address ideological issues, and effectively implement policies for officers and personnel.
Notably, the Party Committee of the Hanoi Capital Command directed the Party Committees of the Regional Defense Commands to uphold a sense of responsibility, build exemplary, clean, and strong Party organizations; maintain the principles of Party organization and operation; build a team of cadres and Party members with steadfast and unwavering political qualities; proactively grasp and resolve issues according to assigned responsibilities and tasks; strengthen military-civilian solidarity, and promote the combined strength to build a strong national defense system.
Lieutenant Colonel Nguyen Ba Chien, Political Commissar of the Command of Defense Zone 3 - Hong Ha, shared that on July 10th, the unit will hold the Party Congress of the Command of Defense Zone 3 in accordance with regulations. During its operation, the unit has promptly reviewed lessons learned, especially in handling difficulties and obstacles. Proposed adjustments and additions are being considered by relevant agencies to ensure unified and effective operation.
