
Administrative procedures in the land sector are always among the top concerns of the people. Given the large number of documents and complex processes, if not organized scientifically and transparently, delays and inconveniences for citizens are very likely to occur.
From July 1, 2025, the People's Committee at the commune level will receive and process 14 administrative procedures in the field of land, such as: initial land registration; registration of changes (gifts, conversions, transfers, inheritance); confirmation of continued use of agricultural land; land dispute mediation, etc.
After implementation, people no longer have to travel far as before; instead, they can submit applications and receive results right at the commune People's Committee headquarters. The application receiving and processing procedures are publicly and transparently posted, making it easy for people to track and monitor. To date, the average rate of land-related applications with results returned on time or ahead of schedule at the commune level has reached 75% or higher.
Ms. Nong Thi Khoa, from Keo Phi village, Bang Mac commune, shared: "I needed to register my family's land and obtain a land use certificate. Therefore, I went to the Commune Public Administrative Service Center to submit my application. There, I received attentive guidance from the officials regarding the required documents; and I was also assisted in submitting my application online very quickly and conveniently."
To achieve this result, right from the implementation of the new model, the Provincial People's Committee has regularly directed the People's Committees at the commune level to effectively receive, process, and return results of administrative procedures to the people, especially major procedures such as land, justice, civil registration, notarization, etc., ensuring smooth, thorough, and compliant procedures.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Administrative Service Center, said: After the two-tiered local government model came into operation, the center advised the Provincial People's Committee to issue directives and guidance documents on administrative procedure control and reform, and to implement the one-stop shop and integrated one-stop shop mechanisms, including land-related procedures. In addition, the center regularly supports and guides communes and wards on professional and technical aspects related to administrative procedures in the best possible way, especially the process of receiving and implementing administrative procedures on the National Public Service Portal.
Accordingly, the People's Committees of communes and wards have proactively arranged public administrative service centers in convenient locations, paying attention to improving the organizational structure and investing in facilities, machinery, and equipment. This helps to meet the requirements of serving the people as prescribed and ensures uninterrupted reception and processing of land-related administrative procedures within their jurisdiction.
Mr. Luong Dinh Oanh, Deputy Director of the Loc Binh Commune Public Administrative Service Center, said: "When implementing the new model, the commune assigned specialized staff to guide people in carrying out land procedures, answer questions, and help people complete their dossiers according to regulations. As a result, the process of receiving and processing dossiers has become increasingly standardized, and coordination between departments has become closer. From July 1, 2025 to the present, the center has received 477 land dossiers, resolved and returned results for 176 dossiers, achieving over 75%."
Furthermore, at the commune-level public administrative service centers, information on land-related administrative procedures is fully and clearly posted, helping people proactively prepare their documents and reducing the need for repeated submissions. The service spirit of the staff and civil servants has also shown many positive changes, aiming for people's satisfaction.
The implementation of land procedures at the commune level has received positive feedback from the people. The results achieved show that this direction is correct and in line with practical requirements. This not only ensures the legitimate rights of land users but also contributes to promoting socio -economic development and building a more modern, professional, and people-serving local government.
