On March 21, the Department of Foreign Affairs, Ministry of Public Security held a discussion on the United Nations' (UN) Universal Periodic Review Mechanism on Human Rights (UPR). The discussion had the participation of more than 3 delegates from units and localities in the Ministry of Public Security, chaired by Major General Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs.
Within the framework of the Discussion, delegates listened to leading experts and scholars on human rights, including Associate Professor, Dr. Nguyen Thi Thanh Hai, Deputy Director of the Institute of Human Rights; Master Nguyen Linh Kha, Deputy Director of the Department of International Cooperation, Ministry of Justice; Master Nguyen Vu Minh, Deputy Director of the Department of International Organizations, Ministry of Justice, introduced an overview of the UPR mechanism; impact and influence of the Mechanism on Vietnam; the process of developing and presenting the report at the UN Human Rights Council.
The UPR mechanism is one of the most important mechanisms of the UN Human Rights Council, with the task of reviewing the human rights situation in all UN member countries, thereby promoting countries to fully implement their obligations. , committed to human rights with the principles of dialogue, cooperation, equality, objectivity and transparency. In that spirit, Vietnam has always seriously participated in UPR cycles throughout the past 18 years - since the UPR Mechanism was established (2006 - 2024) and fully implemented the recommendations that Vietnam accepted. favorable.

From there, we can draw on experiences and discover loopholes and shortcomings in the State's policy and legal system, and inadequacies in practice that can affect the enjoyment of human rights by citizens. On that basis, we propose that the Government amend and supplement to perfect the legal system on human rights.
During the process of participating in the implementation of the UPR Mechanism, units in the Ministry of Public Security cannot avoid some difficulties and challenges in developing plans and implementing the seminar "Universal periodic review mechanism".
