Ho Chi Minh City police have initiated a criminal investigation into a fraud case at Sam Group.

(NLDO) - Ho Chi Minh City police have determined that the leadership of Sam Group committed fraud, appropriating more than 16.3 billion VND from numerous customers.

On October 3rd, the Ho Chi Minh City Police announced that they have initiated a criminal case for "Fraudulent appropriation of property" that occurred at Sam Group Joint Stock Company.

To date, the Ho Chi Minh City Police have sufficient grounds to determine that Tran Van Quy (Chairman of the Board of Directors of Sam Group), Le Ngoc Thach (General Director), and Le Van Xa (Director) have committed fraud and misappropriated assets from many people.

Ho Chi Minh City police have determined that Sam Group created a fictitious project to commit fraud.

The total amount of money embezzled was determined to be over 16.3 billion VND through various forms such as deposit contracts, reservation slips, and land/apartment transfer registration forms.

According to initial investigations, Sam Group Company has no legal land-related documents and has not been granted investment approval or an investment certificate in Lam Dong province.

However, Le Van Xa signed numerous deposit contracts with customers promising to transfer land plots in the "Sam World Dam'ri Villa Area", "Sam Hills Loc Quang" and "Sam World Loc Quang" projects in Bao Loc City and Bao Lam District, Lam Dong Province (formerly).

The victims transferred the deposit money to Sam Group's account and Tran Van Quy's account. After receiving the money, Sam Group did not sign the contract as agreed but withdrew the entire amount for other purposes.

To facilitate the investigation and protect the rights of the victims, the Ho Chi Minh City Police Department requests that anyone who is a victim of Sam Group Company contact the Ho Chi Minh City Police Investigation Department before October 8, 2025, to have their case resolved according to regulations.
