Representatives from the Ministry of Education and Training (MOET) stated that the 2025 university admissions regulations are in the final stages of completion and are expected to be issued in February 2025 with some adjustments compared to the previously published draft.

Early admission to universities will be abolished.
According to Associate Professor Dr. Nguyen Thu Thuy, Director of the Higher Education Department (Ministry of Education and Training), the draft regulations for university admissions in 2025 have been widely published online and have undergone a period of feedback from relevant parties, especially from candidates, experts, educators, ministries, and local authorities. To facilitate and protect the rights of candidates, the new regulations will abolish early admissions instead of limiting the quota to 20% as in the draft. Dr. Thuy emphasized that the regulations address not the admission method but the timing; universities will not need to organize early admissions. Everything will follow the general admissions process, supported by the Ministry of Education and Training's system.
For direct admission, eligible candidates will follow the regulations of the Ministry of Education and Training.
Regarding the application of high school academic results for admissions, schools must use the academic results from both semesters of 12th grade for admissions, instead of only using the results up to the first semester of 12th grade as currently stipulated. This aims to have a positive impact on general education, ensuring that students do not miss out on the most important knowledge in 12th grade.
Regarding the requirement for training institutions to establish a method for equivalent admission scores between different admission methods and subject combinations, Associate Professor Dr. Nguyen Thu Thuy stated that this is a mandatory regulation to ensure fairness in the admission process for successful candidates, as they are ranked according to their inherent abilities and core qualities. Candidates need to meet the requirements of the training program and specific majors. Schools do not need to allocate quotas for each admission method or subject combination. The equivalent conversion will help select successful candidates from highest to lowest scores.
“The regulations abolishing early admission and requiring equivalent score conversion are aimed at creating the best and fairest opportunities for students in the admission process. This does not reduce their chances because, essentially, each candidate is only admitted to one single nguyện vọng (preference), only to one major, at one university. Early admission does not increase their chances of admission,” Ms. Thuy said, adding that the fact that each candidate can register an unlimited number of nguyện vọng is a good opportunity. The Ministry of Education and Training's general admissions support system will help students get admitted to their highest and best nguyện vọng according to the priority order they arrange.
Note regarding foreign language certificates
According to the new regulations currently being finalized, universities will be able to convert the results of foreign language certificates into foreign language scores for admission purposes. This means that candidates will not necessarily have to take the foreign language exam if they already have a foreign language certificate. Universities and colleges need to understand this new point to proactively develop their admission methods and combinations. Note that these foreign language certificates are clearly specified in the appendix of the 2025 high school graduation exam regulations.
Specifically, the new regulations also remove the requirement that each major or training program can have a maximum of 4 admission combinations, as mentioned in the draft. It is expected that there will be no maximum limit on the number of admission combinations for a program or major. The reason is to create opportunities for candidates to be admitted to the majors, specializations, and training programs at the universities they desire. Currently, the number of subjects in the high school graduation exam has increased compared to previous years, but each candidate is only allowed to take 4 subjects, so the number of possible combinations from these subjects will not be too large. Therefore, limiting it to a specific program or major is unnecessary in this case, allowing universities to proactively develop admission combinations suitable for their respective majors and training programs.
Regarding priority points, the new regulations require that the bonus points for each candidate's foreign language certificate will not exceed 10% of the maximum score, excluding priority points awarded based on region or priority group. At the same time, the candidate's total admission score must not exceed the maximum score. For example, if the maximum score is 30, there will be no scores of 31, 32, etc., including priority and support points.
Specifically, regulations related to the minimum quality standards for admission to teacher training and health-related fields will remain unchanged from the current regulations to reassure candidates and allow them to prepare thoroughly before the admission process.
